37 <br /> <br />l) <br /> <br />Cabarrus County Board of Commissioners shall appoint a steering <br />committee to create the Cabarrus Technical Education Consortium. <br />This committee shall contract with two or more community colleges <br />to form the Cabarrus Technical Education Consortium. The <br />steering committee shall have arbitration and veto powers over <br />the schools in the consortium. The only cost to Cabarrus <br />County taxpayers shall be to provide space and the maintenance <br />of such space for classes and administrative functions of the <br />consortium. <br /> <br />2) <br /> <br />Cabarrus County Board of Commissioners shall enter into an <br />agreement with Rowan Technical College for Rowan Technical <br />College to build a satellite campus in Cabarrus County. Other <br />than that portion provided by the State, the taxpayers of <br />Cabarrus County shall pay for all construction costs and annual <br />maintenance costs. The cost to Cabarrus County taxpayers <br />initially is approximately $2 million and approximately <br />$600,000.00 annually for maintenance cost. It is estimated <br />when completed the total construction cost for adequate <br />facilities will be $8 to $10 million and an annual operating <br />cost of $750,000.00 to be paid by Cabarrus County taxpayers. <br /> <br /> No action was taken by the Board in the matter of community colleges. <br /> Mr. Danny Page, Assistant Chief of the Midland Volunteer Fire Department, <br />stated concern about the length of response time for ambulance service <br />on the south end of Cabarrus County. He asked that the Board allow the <br />Cabarrus Rescue unit stationed at the Midland Volunteer Fire Department <br />to be dispatched upon request for emergency calls along with the County <br />Ambulance Service for that section of the county. During the discussion <br />regarding Mr. Page's request, questions were presented regarding the <br />method of dispatch, the availability of qualified personnel to answer calls, <br />and possible legal problems. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Nash and <br />unanimously carried, the Board directed Mr. Ben Mabrey, Cabarrus County <br />Emergency Services Director, to meet with the representatives of the <br />Midland Volunteer Fire Department and submit recommendations regarding <br />ambulance service in the Midland area to the County Manager for presentation <br />to the Board of Commissioners. <br /> Items on the agenda relating to the annual Cost Allocation Plan and <br />the Mass Transportation Study status report were deferred until the next <br />meeting of the Board scheduled for 9:30 A.M. on Tuesday, September 4, 1984. <br />This meeting date was changed from September 3, 1984, due to the observance <br />of Labor Day. <br /> Chairman Lentz reported that the owners of Wilkerson's Pottery Shop <br />of 888 Old Charlotte Road had returned a $20.00 check issued by the County <br />as payment for items purchased from the shop. He stated that Mr. and <br />Mrs. Carl Wilkerson wished to contribute these items to Cabarrus County <br />at no charge. <br /> UPON MOTION of Commissioner Nash, seconded by Commissioner Payne and <br />unanimously carried, the Board established the following terms of membership <br />for the Library Board of Trustees appointed on August 6, 1984. <br /> <br /> TERM OF EXPIRATION AREA <br />MEMBER APPOINTMENT DATE REPRESENTED <br /> <br />Mr. James R.
