174 Lying and being in Number 11 Township, Cabarrus County, North Carolina, on the East side of Highway 601 Bypass and being a strip of land 30 feet in width; the western boundary being 15 feet from and parallel with and the eastern boundary being 15 feet from and parallel with the following described center line: BEGINNING at an existing manhole on the sewer line running to Cabarrus County Health Department (said manhole being Sta. 53 + 32.8) and runs thence: S. 33-58-04 West, 202.71 feet; thence: S. 38-06-10 West, 184.88 feet; thence: S. 10-05-30 East, 66.28 feet to a point in the eastern right of way line of Highway 601 Bypass. TOGETHER WITH A CONSTRUCTION EASEMENT ten feet in width, adjoining the aforesaid right of way lying on the east and west side of said right of way. See plat prepared by Concord Engineering and Surveying, a copy of which is attached hereto, And to construct and maintain in, upon and through said premises in a proper manner with all necessary pipes, a sewer line, together with the right at all times to enter upon said premises for the purpose of inspecting said sewer line, and making all necessary repairs and alterations thereon by hauling with necessary conveyances, materials for said purposes; together with the right to cut away and keep clear of said sewer line all trees and other obstructions that may in any way endanger or hinder the proper operation of the same. McGinnis, County Manager, reported that no bids had been received for the sale of the elevator in the Craig Building. He stated that Ace Elevator Company had indicated in a letter to him that there was no resale demand for the elevator as the manufacturer had gone out of business in the 1930's. Mr. McGinnis also reported that informal bids had been received from four companies for the demolition of the Craig Building and that quotes had ranged from $9,680.00 to $32,000.00. He advised the Board that no provisions had been established regarding the fill in of the basement area and the method of back fill could affect the quoted prices. Mr. McGinnis also reported that a representative of a national firm had con- tacted him on February 15, 1985, expressing an interest in a long term lease arrangement to use the Craig Building with the firm renovating the building and receiving credits toward the lease for the renovation costs. Also, Commissioner Hamby stated that a local company had expressed an interest in a lease/purchase agreement for Craig Building with the lessees being responsible for renovating the structure. UPON MOTION of Commissioner Payne, seconded by Commissioner Barnhardt and unanimously carried, the Board directed the County Manager to obtain more information regarding the $9,680.00 proposal for the demolition of the Craig Building and the specific method of back fill of the site and for him to advise the firm who had expressed an interest to him for the lease and renovation of the building that the Board would hear their offer at the meeting on March 18, 1985. In response to questions by the Board at the meeting on February 4, 1985, Mr. Charles McGinnis, County Manager, reported that the Building Inspection Department had begun on July 1, 1984, to charge a double fee for an inspection permit if the work was begun prior to obtaining the proper permit. He explained that this policy is to ensure the collection of permit fees and the issuance of permits in the county. Chairman Lentz requested that Mr. McGinnis obtain a copy of the Mecklenburg County ordinance regulating the collection of permit fees in that county.
