Lee to rezone property on Union Cemetery Road and Coley Street, <br />Map/PIN 5529(05)-29-0158, 1163, 9244, from R-8 to C-2. <br /> <br />(12) Petition 85-12. John B. Simms, township 4, Centergrove Road at <br /> Chapel Street, ~Map/PIN 5613(16)-94-2760, 2685, 3519, 3552. Wishes <br /> to rezone from R-7.2 to C-2. The Planning Board voted 4 to 1 to <br /> approve this request as it would adjoin an existing C-2 zoning <br /> classification. <br /> <br /> Mr. F.A. Rankin, Chairman of the Planning Board, noted that the <br />Petition had been unanimously approved by the Planning Board. <br /> Mr. Bob Lowrance, representative of Mr. John B. Simms, requested <br />approval of the rezoning and stated there were currently a number of <br />commercial uses along Centergrove Road. <br /> Ms. Mildred Fisher also asked for approval of the petition to complete <br />the rezoning of the block to C-2. <br /> No one spoke in opposition to the petition. <br /> UPON MOTION of CommisSioner Upright, seconded by Commissioner <br />Barnhardt and unanimously carried, the Board approved Petition 85-12 by <br />John B. Simms to rezone property on Centergrove Road at Chapel Street, <br />Map/PIN 5613(16)-94-2760, 2685, 3519, 3552, from R-7.2 to C-2. <br /> <br /> (13) Petition 85-13. Robert G. Faggart, Jr., township 11, Fairbluff Road <br /> off Highway 601, Map/PIN 5548-35-9368. This request was denied 4 to <br /> 0 (Mr. Faggart did not vote) by the Planning Board due to strong <br /> neighborhood opposition and concern for property values. <br /> <br /> Mr. Franklin R. Plummer, attorney representing Mr. Robert G. Faggart, <br />Jr., reviewed the need for additional mobile home parks in the county. <br />He reported that the first phase of the mobile home park planned by Mr. <br />Faggart calls for 49 units with a total of approximately 120 units upon <br />completion of the project. He pointed out that sewerage was available <br />and that water would soon be available'when County water lines are installed <br />along Highway 601. Mr. Plummer contended that the rezoning would not <br />constitute spot zoning as he stated there were 15 existing mobile home <br />parks in the area. Mr. Plummer informed the Board that Mr. Faggart would <br />develop an attractive park which would not devalue the land in the area. <br />In conclusion, he presented a petition from 30 area residents whom he stated <br />were in support of the rezoning. <br /> Mr. James E. Scarbrough, attorney representing neighborhood residents <br />opposed to the mobile home park, complained that the rezoning of the <br />property would constitute spot zoning. He alleged that the placement <br />of a mobile home park in that neighborhood would drastically affect the <br />value of homes and destroy the community. He presented a petition <br />which he stated contained 100 signatures of persons living within one- <br />half mile of the property who were opposed to the rezoning. <br /> Mr. W. R. Wells, resident of Fairbluff Road, stated pride in the <br />community and the people who live there. He stated the community did <br />not want transients in the neighborhood and asked that the Board deny the <br />rezoning request. <br /> Mrs. Nancy Hartsell, resident of the community, objected to the <br />rezoning. She stated the existing community was a well balanced neighborhood <br />with quiet streets where the residents could live without fear. She <br />expressed concern regarding the increase of traffic in the area and asked <br />the Board to consider a collective voice of the 100 persons who were <br />opposed to the rezoning. <br /> Ms. Susan Furr, community resident, complained that residents would <br />no longer be able to enjoy the peaceful, quiet neighborhood now in <br />existence if the mobile home park is developed. She also expressed <br />concern that Fairbluff Road was not large enough to handle the increased <br />traffic and that schools in the area would be overloaded. <br /> Mr. Lance Hartsell, community resident, stated objections to the <br />rezoning and the placement of a mobile home park in the area. <br /> <br /> <br />
