215 <br /> <br />(3) <br /> <br />Petition 85-20. Herman C. Childers, Township 4, Lane Street at <br />Wright Avenue, Map/PIN 5624(19)-61-5597, 6551. Wishes to rezone <br />from C-1 to C-3. This request was denied by the Planning Board, <br />fearing heavy.commercial development along Lane Street. <br /> <br /> Mr. Herman Childers, property owner, stated his purpose in requesting <br />the rezoning was to allow the sale of Christmas trees on his property. He <br />stated he had no intention of using the property for the storage of <br />fabric softeners or detergents. <br /> Mr.. Phil Meacham, resident of Wright Avenue, presented a petition <br />from residents of the area near Lane Street and Wright Avenue in opposition <br />to the rezoning request. He stated that the requested change in zoning <br />could endanger the safety of the neighborhood as it would permit Mr. Childers <br />to locate such operations as the manufacture of chemicals on the property. <br />In conclusion, he asked that the Board deny the petition and let the matter <br />come before the Kannapolis Planning Board at a later date. <br /> Ms. Flossie Absher, adjoining property owner, spoke against the <br />rezoning. Mr. R. T. Upright spoke regarding the storage of chemicals at <br />the site. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board moved to table Petition 85-20 by Herman C. <br />Childers until such time the Planning Department and Planning Board decide <br />where and when Christmas trees can be sold. <br /> Mr. F. A. Rankin, Planning Board Chairman, proposed that the Board <br />begin inviting Mr. F. E. Isenhour, Jr., Zoning Administrator, to the public <br />hearings to interpret his rulings regarding any rezoning petitions under <br />consideration. No action was taken in this matter. <br /> <br />(4) <br /> <br />Petition 85-21. C. G. Scott, Lois C. Scott and Dr. Phillip M. Sobo, <br />township 4, Concord Lake Road near Bishop Lane, Map/PIN 5622(14)-23- <br />8634, 9928, 9357. Wishes to rezone from RMF-6 to 0 & I. The Planning <br />Board approved this request 5-0 as it was compatible with existing <br />office development south on Concord Lake Road and adjacent City of <br />Concord zoning. <br /> <br /> Mr. Martin Wilkerson, design engineer representing Dr. Phillip M. <br />Sobo, requested approval of the rezoning. He stated the location of <br />a dental clinic on this property would provide an excellent buffer zone <br />for the area. <br />There was no one present who spoke in opposition to the rezoning. <br />UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board approved Petition 85-21 by C. G. Scott, <br />Lois C. Scott and Dr. Phillip M. Sobo to rezone property on Lake Concord <br />Road, Map/PIN 5622(14)-23-8634, 9928, 9357, from RMF-6 to 0 & I. <br /> <br />(5) <br /> <br />Petition 85-22. Cannon Mills Realty and Development Corporation, and <br />Central Distributing Company, township 4, South Main Street at West "H" <br />Street, Map/PIN 5613 (11)-57-1029 (lots 1, 15, and 16). Wishes to <br />rezone from R-7.2 to C-3/PDO. This request was originally submitted <br />as C-3, the Planning Board and the staff felt the PDO would allow <br />more protection for adjacent residences. This request to C-3/PDO was <br />approved by the Planning Board. <br /> <br /> The Board received the following written report from Mr. Thomas B.
