292 <br /> <br /> Ms. Nancy Stowe of Interiors by Nancy presented information regarding <br />the Commercialon Megatrend CG carpet recommended by the Library Board of <br />Trustees. <br /> The motion by Chairman Lentz and seconded by Commissioner Barnhardt <br />that the bid for the purchase of carpeting for the Kannapolis Branch Library <br />be awarded to the low bidder, E. L. Morrison, in the amount of $17,316.27 <br />if that bid meets all specifications completely; if not, that the bid be <br />awarded to the second lowest bidder; and if not, that the bid be awarded <br />to the third lowest bidder~failed with Chairman Lentz and Commissioner <br />Barnhardt voting for and Commissioners Upright and Hamby voting against. <br /> The substitute motion by Commissioner Upright to rebid the project <br />failed for lack of second. <br /> The substitute motion by Commissioner Hamby and'seconded by Commissioner <br />Upright to table the motion~until the next meeting failed with Commissioners <br />Hamby and Upright 'voting for and Chairman Lentz and Commissioner Barnhardt <br />voting against. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board agreed to discuss the carpeting for the <br />Kannapolis Branch Library at the next Board meeting on September 16, 1985. <br /> Chairman Lentz directed that Mr. Tom Dillard, Library Director~ Mr. <br />Branson Jones, Chairman of the Library Board of Trustees; and all bidders <br />be invited to the next meeting of the Board. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and <br />unanimously carried, the Board granted permission to Toby Tyler Circus <br />for a performance to be held on Sunday, September'29, 1985, at the Concord <br />Motor Speedway at 1:00 P.M. and 3:30 P.M. under the sponsorship of the <br />Evening Optimist Club provided that the Circus has met all requirements <br />of Cabarrus County. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Barnhardt <br />and unanimously carried, the Board declared the following items as surplus <br />to the needs of the County. <br /> <br />DECLARATION OF SURPLUS PROPERTY <br /> <br />1 AB Dick 980 Copier <br />6 875R 16.5~LT Goodyear Tires <br />6 8 R 19.5X Michelin Tires <br />1 1977 Plymouth Serial #3188 <br />1 1979 Plymouth Serial #3232 <br />1 1982 Chevrolet Serial #5599 <br />4 Swivel Chairs <br />1 Large Fan w/stand <br />5 Stainless Commode Units <br />8 IBM Recorders <br />1 IBM Control Unit <br /> IBM Disks <br />7 Light Fixtures <br />1 ½" Variable Speed Rev. Confiscated <br />property and other unclaimed property in the possession of the Sheriff's <br />Department will also be offered for sale on that date. <br /> The Board selected Mr. Giles Moss as auctioneer for the sale of <br />the surplus property with Mr. Charles D. Gallimore to serve as auctioneer <br />if Mr. Moss is unable to conduct the sale on September 28. Commissioner <br />Upright proposed that a list be compiled of auctioneers in the county <br />who are interested in conducting the surplus property auctions for the <br />county and that each auctioneer on the list be used on a rotating basis. <br /> <br /> <br />
