344 <br /> <br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, advised the Board <br />that the earliest possible date for holding the special election in <br />the Flowes Store Fire District would be January 28, 1986. He further <br />stated there was no specified maximum amount of time for holding the <br />election although in terms of the tax levy the election should be held <br />prior to the initiation of another fiscal year. <br /> Mr. Allen Hough of the Flowes Store Fire District stated that <br />changes were needed immediately in the Flowes Store Fire Department and <br />urged the Board to set the election at the earliest possible date. <br /> During discussion of the Flowes Store Fire District special election <br />to abolish the fire tax, Mr. Hartsell pointed out that the fire department <br />was separate from the fire district and the fire department would continue <br />to exist regardless of the election. He also noted that the Flowes Store <br />Fire Department had adopted by-laws that were in conformance with the <br />Cabarrus County Fire Protection Resolution just adopted by the Board with <br />the exception that the Department's by-laws contained a provision that <br />would allow proxy voting. <br /> Mr. James L. Pharr, Fire Marshal, questioned the ability of the <br />Flowes Store Fire Department to adequately protect the area if it does <br />not have the funding provided by the tax levy. <br /> Mr. Manuel Kiser of the Flowes Store Fire District stated that the <br />ability to fight fires would continue to exist in the district and that <br />the citizens had no intention of dissolving the fire department. He further <br />indicated that additional assistance would possibly be requested from the <br />Board in the future. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Barnhardt <br />with Commissioners Upright, Barnhardt, and Hamby and Chairman Lentz voting <br />for and Commissioner Payne voting against, the Board set the date of <br />January 28, 1986, as the date for the special election for the abolishment <br />of the fire tax for the Flowes Store Fire Tax District. <br /> The Board reviewed the request for a matching County contribution <br />of $3,640.00 for provision of adult day care services as presented by <br />Mrs. Thelma Freeze, Executive Director of L.I.F.E. Center, Inc., on <br />October 21, 1985. Mr. James F. Cook, Jr., Social Services Director, <br />reported that he had not yet received the amount of additional State funding <br />that would be received for adult day care services. He stated that this <br />information was expected within the next two weeks. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />uannimously carried, the Board tabled consideration of the L.I.F.E. <br />Center request until the next meeting. <br /> Bids received for lighting fixtures for the Bethel Baseball/Softball <br />Field, the Mt.
