366 <br /> <br /> Mr. Gary Logston of Wilbur Smith and Associates, the firm selected <br />by the Board to do the airport feasibility study for Cabarrus County, <br />presented an Economic Evaluation of Proposed Cabarrus County Airport. <br />He advised the Board that the approximately $2.2 million of initial <br />expenditures for the airport would result in an impact of $5.1 million <br />on the economy of Cabarrus County. <br /> Mr. William F. Pilkington, Health Director, presented the following <br />actions as recommended by the Board of Health in official session on <br />December 19, 1985. <br /> <br />(1) <br /> <br />A change in the franchise haulers' rate structure from $7.50 a <br />month for backyard pickup and $6.50 a month for roadside pickup <br />to $7.50 a month for roadside pickup. Backyard pickup rates would <br />be established by the franchise haulers. The disabled or anyone <br />else unable to get their garbage to the roadside would be provided <br />backyard pickup at the $7.50 rate. <br /> <br />(2) <br /> <br />Determined that an Animal Control Advisory Committee was no longer <br />needed and suggests that no new members be appointed to fill the <br />expired terms of the current members. <br /> <br />(3) Approval of a Personal Care Program as part of the Cabarrus County <br /> Home Health Agency. <br /> <br /> During review of the proposed franchise garbage collection rates, <br />members of the Board stated opposition to mandatory roadside garbage <br />pickup in Cabarrus County and refused to change the current policy on <br />backyard and roadside pickup. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board approved a 50 cents per month rate increase <br />for residential refuse collection by franchise garbage haulers with <br />backyard pickup increased to $8.00 per month and roadside pickup increased <br />to $7.00 per month effective April 1, 1986. The Board further directed <br />that the franchise haulers have detailed financial information to the <br />County Manager by March 31, 1986. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and <br />unanimously carried, the Board tabled any action on the Animal Control <br />Advisory Committee until the meeting on January 20, 1986. <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Hamby <br />and unanimously carried, the Board approved a Personal Care Program as <br />part of the Cabarrus County Home Health Agency. This program would be <br />operated in the same manner as the County's other Home Health programs <br />and would require no local appropriation of funds. <br /> Commissioner Payne introduced discussion of the pollution of Rocky <br />River. The Board expressed dissatisfaction with the continuing discharge <br />of pollutants and dyes into the Rocky River. Chairman Lentz asked that <br />the Regional Supervisor of the Mooresville Regional Office of the Division <br />of Environmental Management be invited to the next Board meeting to <br />discuss this matter. <br /> Mr. Thomas B. Robinson, Planning Director, and Mr. Paul Hammer, <br />Land Records Manager, requested that the Board adopt a resolution supporting <br />the continuation of the North Carolina Geodetic Survey. Mr. Robinson <br />explained that the Governor's Efficiency Study Commission had recommended <br />the elimination of the Geodetic Survey Section from the Division of <br />Land Resources of the Department of Natural Resources and Community <br />Development. He stated that the Geodetic Survey was very important <br />for the monumentation in Cabarrus County and elimination of the Geodetic <br />Survey Section would hurt Cabarrus County in its efforts to modernize <br />the Land Records System. <br /> The motion by Commissioner Upright to adopt a resolution supporting <br />the continuation of the North Carolina Geodetic Survey failed for <br />lack of second. <br /> Mr. Charles D. McGinnis, County Manager, reported that proposals <br />for the mapping and orthophotography project for Cabarrus County had <br />been received from Kimball and Associates and Landmark Engineering. He <br />stated that because the two proposals were so close in presentation that <br />a trip was planned to Kimball and Associates on January 10 and to <br />Landmark Engineering the following week to look over the operation of <br />the two companies.
