385 <br /> <br />Manager, stated he did not recommend the endorsement of the resolution and <br />advised the Board the new State regulation was necessary to prevent the <br />pollution of the underground water supply by the landfills. The Board took <br />no action on the request from Columbus County. <br /> UPON MOTION of Commissioner Upright, seconded by Commissioner Payne <br />and unanimously carried, the Board approved the following Proclamation <br />signed by the Chairman on January 6, 1986. <br /> <br />PROCLAMATION <br /> <br /> WHEREAS, George A. Batte, Jr., has served 50 years as a Trustee <br />of Cabarrus Memorial Hospital, and his service has spanned the entire <br />history of this community institution which provides health care for <br />the people of Cabarrus County; and <br /> <br /> WHEREAS, during Mr. Batte's many years of service and leadership, <br />Cabarrus Memorial Hospital has grown from a 50-bed hospital with a <br />staff of 19 employees in 1937 to a modern, 458-bed, not-for-profit <br />general hospital which is recognized today as a progressive, high <br />quality health care institution; and <br /> <br /> WHEREAS, Mr. Batte, who has served as Chairman of the Board of <br />Trustees since 1969, has worked for half a century to provide all <br />people the best available hospital and health care at the lowest <br />possible cost; and <br /> <br /> WHEREAS, a recent nationwide study indicates that Cabarrus Memorial <br />Hospital has some of the lowest per day costs in the nation--and the <br />lowest on the East coast. <br /> <br />NOW, THEREFORE, BE IT RESOLVED: <br /> <br /> 1. That we, the Cabarrus County Board of Commissioners, express <br />our appreciation to Mr. Batte for his 50 years of distinguished service <br />at Cabarrus Memorial Hospital in seeking to meet the hospital and health <br />care needs of our people. <br /> <br /> 2. That we recognize Mr. Batte's contributions by proclaiming <br />the date of January 28, 1986, as <br /> <br />GEORGE A. BATTE, JR., DAY <br /> <br />in Cabarrus County and call this special day to the attention of all <br />our citizens. <br /> <br /> 3. Lorish, Area <br />Director of the Piedmont Area Mental Health, Mental Retardation, and Substance <br />Abuse Authority, for the Board to have lunch with the Area Board members, the <br />Board set a tentative date of March 10, 1986, for lunch at the Area Center. <br />The Board also made plans to tour new facilities in the county during that <br />afternoon. <br /> The Board received the request for a resolution approving the <br />annexation of property belonging to Arlie G. Reynolds and wife and <br />Jerry Wayne Reynolds and wife to the Kannapolis Sanitary District. Mr. <br />Fletcher L. Hartsell, Jr., County Attorney, advised the Board that some <br />or all of the property is in the Water and Sewer District of Cabarrus County <br />and asked that the request for annexation to the Kannapolis Sanitary <br />District be deferred until he does further legal research on the matter. <br /> <br /> <br />
