520 <br /> <br /> Mr. Terry Rowland, Tax Supervisor, explained that the property had been <br />exempt from taxes in the 1970's based on an application for exemption <br />submitted in December, 1973, stating that grading and preparations for <br />building had occurred on the property. He stated that during the last <br />revaluation the office had discovered that there was no building on the <br />property and the property had been added to the tax scrolls effective <br />January 1, 1983. Mr. Rowland stated that the Board of Equalization and <br />Review had reviewed the request from the First Baptist Church of Concord and <br />had recommended the release of bill number 85-17743 in the amount of $775.42 <br />and to disallow a refund of taxes paid to bill number 84-16376 in the amount <br />of $775.42 and bill number 83-17082 in the amount of $775.42. <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board accepted the following recommendations from <br />the Cabarrus County Board of Equalization and Review for the First Baptist <br />Church of Concord, North Carolina. <br /> <br />1) <br />2) <br /> <br />Release of bill number 85-17743 in the amount of $775.42. <br />To disallow a refund of taxes paid to bill number 84-16376 in the <br />amount of $775.42 and bill number 83-17082 in the amount of <br />$775.42. <br /> <br /> The Board reviewed the General Instructions for Filing Application for <br />Approval.of Issuance of General Obligation Bonds in regards to a possible <br />bond referendum for the Coddle Creek Reservoir project. Chairman Lentz <br />instructed the County Manager to set up an appointment for representatives <br />of the County and the City of Concord to attend a preliminary conference <br />with the Local Government Commission to consider the proposed bond issue. <br /> Mr. Charles D. McGinnis, County Manager, reported that the next <br />City/County liaison meeting had been set for October 7, 1986. <br /> The Board reviewed the letter from Mr. Walter C. Odell, III, County <br />Engineer, regarding a request from the City of Concord for permission to <br />connect to the County's 30-inch sewer line along Rocky River. The purpose <br />of this connection would be to extend sewer in the Coddle Creek drainage <br />basin. According to Mr. Odell's letter, the connection would have no <br />adverse effect on the county system. However, he recommended that the <br />following conditions be set forth as requirements for the connection to be <br />made. <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />A fee of $24,000 which would serve as a final fee to be charged by <br />the City or County for connection to each other water of sewer <br />lines. <br />A metering station installed at a mutually agreeable location and <br />of mutually agreeable equipment to account for appropriate treat- <br />ment charges. <br />No "transportation" or "user" fees for use of either parties <br />system to be charged in the future. <br />Plans and specifications be exchanged by both parties in the <br />future prior to desiring to make connections. <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and <br />unanimously carried, the Board adopted the following policy and requirements <br />for the connection to the Coddle Creek Sewer Outfall line as well as for <br />future connections to both water and sewer lines and directed that these <br />guidelines be sent to the City of Concord. <br /> <br />1) <br /> <br />2) <br /> <br />3) <br /> <br />4) <br /> <br />Neither the City nor County nor the associated utility departments <br />nor districts of either shall charge a fee to any other for <br />connection to any other water or sewer line for tap fee. <br />Metering stations installed at a mutually agreeable location and <br />of mutually agreeable equipment to account for appropriate treat- <br />ment charges at the point of connection to the County line and <br />reconnection by the County to the City. <br />No "transportation" or "user" fees for use of either party's <br />system to be charged in the future. <br />Plans and specifications be exchanged by both parties in the <br />future prior to making connections. <br /> <br /> <br />
