591 <br /> <br />ZONING TEXT AMENDMENT <br /> <br />Petition 86-09. Section 3.24, Delete Line Items from ARR zone. <br />1) general aviation airports; 2) extraction of earth products; 3) <br />machine welding shops; 4) meat packing and poultry processing; 5) race <br />track and dragstrips; 6) wooden products manufacturing; 7) cotton gins <br />and cotton waste; and 8) animal hospitals. Planning Board voted unani- <br />mously to recommend approval. <br /> <br /> Mr. William Cline, Chairman of the Farm Bureau Local Affairs Committee, <br />spoke against the proposed amendment. He asked for a show of hands from the <br />audience who were opposed to the proposed amendment. <br /> Mr. Frank Small of Midland opposed the amendment, stating concern about <br />the continued use of welding shops on farms. <br /> Ms. Ellen Studdert, spokesperson for Township 9, objected to the pro- <br />posed change and asked that the Board consider the word "freedom". <br /> Mr. Lipe Barrier opposed the amendment, stating in his opinion no <br />restrictions should be placed on what farmers might have to do to make a <br />living. <br /> Ms. Virginia Foil questioned the need for the proposed change and asked <br />that the Board leave things as they are. <br /> Mr. F. A. Rankin, Jr., spoke against the proposed amendment and stated <br />it would create a number of spot zones throughout the county. He did state <br />support for the removal of the general aviation airports from the ARR zone. <br /> Mr. Sonny Yates, a farmer from the Harrisburg area, opposed the proposed <br />amendment, stating farmers need the freedom for any alternatives to make a <br />living. <br /> Mr. Branson Jones, Executive Vice-President of the Greater Cabarrus <br />County Economic Development Corporation, objected to the proposed amendment. <br />He stated that the deletion of the proposed line items from the ARR zones <br />would restrict economic development and would create a disadvantage for the <br />farmers in selling their property to new industries wishing to locate in the <br />county. <br /> Chairman Lentz closed the public hearing for comments regarding Zoning <br />Text Petition 86-09. <br /> Motion was made by Commissioner Hamby to delete the following items from <br />the ARR zone: 1) extraction of earth products; 2) race track and dragstrips. <br />There was no second to the motion. <br /> Motion made by Commissioner Payne and seconded by Chairman Lentz to <br />delete the line items of general aviation airports, extraction of earth <br />products, and race track and dragstrips from the ARR zone failed with <br />Commissioner Payne and Chairman Lentz voting for and Commissioners Hamby, <br />Melvin, and Moss voting against. <br /> Motion made by Commissioner Hamby and seconded by Chairman Lentz to <br />delete the line items of extraction of earth products and race track and <br />dragstrips from the ARR zone failed with Commissioner Hamby and Chairman <br />Lentz voting for and Commissioners Payne, Melvin, and Moss voting against. <br /> <br />(2) <br /> <br />Petition 86-10. Section 3.24, Add Uses to Line Items. <br />Auction Houses in A-2, C-3, and C-4 zones. <br />Assembly of Manufactured Houses (Mobile Homes) in I-1 and I-2 zones. <br />Planning Board voted unanimously to recommend approval. <br /> <br /> There was no one present to speak for or against the proposed text <br />amendment. <br /> UPON MOTION of Commissioner Melvin, seconded by Chairman Lentz and <br />unanimously carried, the Board approved Petition 86-10 to amend Section 3.24, <br />Add Uses to Line Items as follows: <br /> Auction Houses in A-2, C-3, and C-4 zones. <br /> Assembly of Manufactured Houses (Mobile Homes) in I-1 and I-2 zones. <br /> <br />(3) <br /> <br />Petition 86-11. Due to staff error, Petition 86-07 regarding Mobile <br />Home Subdivisions should have referenced Class II mobile homes, not <br />Class I as stated on original petition. <br />Petition should read. Add Section 16 Definitions: <br />Mobile Home Subdivisions: A subdivision regulated by the Cabarrus <br />County Subdivision Regulations containing or designed to contain one or <br />more Class II mobile homes. Planning Board voted unanimously to <br />recommend approval. <br /> <br /> <br />
