K. MINOR SUBDIVISIONS - a subdivision involving not more than four lots <br />fronting on an existing approved street and not requiring any new street for <br />access to interior property nor requiring extension of public sewage or water <br />lines or creation of new drainage easements through lots to serve property at <br />the rear. <br /> <br />L. PLANNING BOARD - the Cabarrus County Planning Board of Cabarrus County. <br /> <br />M. PLANNED MULTI-FAMILY DEVELOPMENT - a planned multi-family development is a <br />group of two or more multi-family buildings or three or more duplexes, estab- <br />lished in a single development tract, having unified design of buildings and <br />coordinated organization of open space and service areas, and developed in <br />accordance with an approved site plan. <br /> <br />N. PLANNED DEVELOPMENT - Land that is under unified control and planned and <br />developed as a whole in a single development operation or a definitely pro- <br />grammed series of development operations. A planned development includes <br />principal and accessory structures and uses substantially related to the <br />character and purposes of the planned development. <br /> <br />O. PLAT - includes the terms map, plat, replat, or replot; a map or plan of a <br />tract or parcel of land which is to be, or which has been subdivided. <br /> <br />P. PRIVATE ROAD - a dedicated or undedicated right-of-way which affords access <br />to abutting properties which meets the requirements of Section 4.9 of this <br />Ordinance. <br /> <br />Q. RESERVATION - withholding a parcel of land from development for a stated <br />period of time for the purpose of making the land available for public <br />acquisition at a later time. <br /> <br />R. ROAD, STREET, or HIGHWAY - a dedicated and accepted public right-of-way for <br />vehicular traffic and designated as follows: <br /> <br />1. Arterial Roads - a general term denoting a highway primarily for <br />through traffic, carrying heavy loads and large volumes of traffic usually <br />on a continuous route. They are not intended to serve the abutting property <br />and should provide control of access. <br /> <br />2. Limited Access HiRhway - a divided arterial highway with full or <br />partial control of access and generally with grade separations at major <br />intersections. <br /> <br />3. Collector Roads - a street that carries traffic from local streets to <br />arterial streets. <br /> <br />4. Local Roads - other city or county streets not classified as thorough- <br />fares. Such streets are designed for short trips and the use and <br />convenience of the abutting property owners. Local roads include but are <br />not limited to local residential streets and residential collector streets <br />defined as follows: <br /> <br />a). Local Residential Streets - generally serve to provide street <br />access to 50 or fewer dwellings. Such streets include cul-de-sacs <br />and loop streets. <br /> <br />b). Residential Collector Streets - generally provide principal <br />access to over 50 dwelling units or serve as the primary access to a <br />significant non-residential, commercial, or industrial land use <br />such as a school. <br /> <br />5. Marginal Access Street - a local or collector street which parallels <br />and is immediately adjacent to an arterial road, and which provides access <br />to abutting property and protection from through traffic. <br /> <br />6. Cul-de-sac - a local street permanently terminated by a turn around. <br /> <br />S. SEWAGE- the waste water and its contents from kitchen, bathroom, toilet, <br />lavatory and laundry of any residences, business establishments, industrial <br />plants, institutions, or any public buildings. <br /> <br /> <br />
