T. CENTRAL SEWAGE DISPOSAL SYSTEM - a system serving two(2) or more dwelling <br />units and approved by the Cabarrus County Health Department and the North <br />Carolina Department of Natural Resources and Community Development which <br />provides a collection network and disposal system and central sewage treatment <br />facility for a single development, community, or region. The State of North <br />Carolina considers central sewage disposal systems to be "Public Systems." For <br />the purposes of these regulations the following distinctions are made: <br /> <br />1. "Public Sewage Disposal System" shall mean a single system of sewage <br />- collection, treatment, and disposal owned and operated by a sanitary <br />district, a water and sewer authority or district, a county, or <br />municipality or another public utility. <br /> <br />2. "Community Sewage Disposal System" shall mean a privately owned <br />central sewage disposal system or a system owned by a community <br />association. <br /> <br />U. ON-SITE SEWAGE DISPOSAL SYSTEM - a septic tank or similar installation on <br />an individual lot which utilizes an aerobic bacteriological process or equally <br />satisfactory process for the elimination of sewage and provides for the proper <br />and safe disposal of the effluent, subject to the approval of health and <br />sanitation officials having jurisdiction. <br /> <br />V. SUBDIVIDERS - any person, firm or corporation who subdivides or develops <br />any land which is a subdivision as herein defined. <br /> <br />W. THOROUGHFARE - any street designated on the adopted County or Kanlacon <br />Thoroughfare Plan and any street which is an extension of any street on an <br />adopted plan. In the Kanlacon area these streets are designated as major and <br />minor thoroughfares. In the balance of the county these streets are designated <br />a principal and minor arterials and major and minor collectors. <br /> <br />X. THOROUGHFARE PLAN - the map and attendant documents approved by the <br />Kanlacon member jurisdictions or in the case of the County Thoroughfare Plan <br />approved by the Cabarrus County Board of Commissioners. <br /> <br />Y. PUBLIC WATER SYSTEM - shall mean a county, municipal, sanitary district, <br />water and sewer authority or district owned system for the provision to the <br />public of piped water for human consumption. <br /> <br />Z. COMMUNITY WATER SYSTEM - shall mean a privately owned system for the <br />provision to the public of piped water for human consumption which serves 2 or <br />more service connections. For the purposes of regulation of water quality, the <br />state considers community systems serving 15 or more service connections or <br />which regularly serves 25 or individuals to be "Public Water Systems." <br /> <br />SECTION 2.3 WORD INTERPRETATION <br /> <br />A. For the purpose of this ordinance, certain words shall be interpreted as <br />follows: <br /> <br />1. The present tense includes the future tense and future tense includes <br />the present tense. <br /> <br />2. The singular number includes the plural number and the plural number <br />includes the singular number. <br /> <br />3. The words "should" and "may" are permissive. <br /> <br />4. The words "shall" and "will" are mandatory. <br /> <br />5. The word "building" includes the word "structure". <br /> <br />ARTICLE III PROCEDURE FOR PLAT APPROVAL <br /> <br />SECTION 3.1 PLAT APPROVAL NECESSARY <br /> <br />A. GENERAL - after the effective date of this Ordinance no subdivision plat of <br />land within the county's subdivision regulation jurisdiction shall be filed or <br /> <br /> <br />
