121 <br /> <br />A certificate to operate as a first responder agency in Cabarrus <br />County, and issued by the Cabarrus County Office of Emergency <br />Services to an applicant agency will be permanent with four (4) <br />individual first responders. However, either party at its option <br />may terminate the certificate upon thirty (30) days prior written <br />notice to the other party or immediately upon failure to meet <br />qualification standards. <br /> <br />A certificate to operate as an individual first responder in <br />Cabarrus County, issued by Cabarrus County Office of Emergency <br />Services will be valid for a term of two (2) years. <br /> <br />If any first responder agency or individual first responder shall <br />violate or fail to comply with any provision of these guidelines, <br />notification will be given by the Director of the Cabarrus County <br />Emergency Services to the first responder agency Fire Chief or <br />his/her designee stating the violation and requesting a meeting to <br />resolve the violation. If the violation is not resolved, the <br />written complaint will be forwarded to the Cabarrus County EMS <br />Advisory Board for its investigation of the complaint. The EMS <br />Advisory Board will have the final authority as to whether or not <br />the certification of the first responder agency or individual <br />first responder will be revoked or suspended. <br /> <br />Upon termination, revocation, or suspension of a certificate to <br />operate as a first responder agency or individual, as hereunder <br />determined, the first responder agency or individual shall <br />immediately cease to operate. <br /> <br />If membership drops below that specified in Section 4.1, the First <br />Responder unit has 120 days to get back to strength. If not, the <br />Advisory Board will suspend the certification until the number is <br />back to minimum. <br /> <br />SECTION 5: Standards for First Responder Agencies and First Responder <br /> Members. <br /> <br />Each first responder agency and its first responder members shall <br />at all times comply with the requirements of these guidelines, the <br />certification granted hereunder, and all applicable state and local <br />laws relating to health, sanitation, safety and all other laws <br />and ordinances, including the N.C. Motor Vehicle laws when its <br />members are responding to an emergency scene. <br /> <br />To be certified and maintain certification, a first responder <br />individual must: <br /> <br />Ae <br /> <br />B. <br />C. <br /> <br />D. <br /> <br />Be of suitable character, not addicted to the use or abuse of <br />drugs or alcohol. <br />Be at least eighteen (18) years of age. <br />Have a valid N.C. driver's license and a good driving record as <br />determined by the Chief or his designee. <br />Be required to show evidence of successful completion of a <br />basic first responder training course of at least 40 hours as <br />described in Section 12 of this document. The final written <br />and practical exam must be passed with a score of 70%. <br />Be required to show evidence of continuing education of at <br />least 12 hours per year in emergency medical service related <br />courses. <br />Current certification in Cardiopulmonary Resuscitation by the <br />American Red Cross or the American Heart Association. <br />Recertification: Be required to show evidence of attendance <br />and successful completion of specified continuing education <br />courses (including annual CPR certification) approved by the <br />Cabarrus County Office of Emergency Services and demonstrate <br />skill proficiency. Recertification to be every two (2) years. <br />Must have identification cards issued by the Cabarrus County <br />Office of Emergency Services verifying that the individual is a <br />certified first responder. This card must be worn by <br />responders when on call. <br /> <br /> <br />
