122 <br /> <br />me <br /> <br />An individual who possesses a current and valid certification <br />as a North Carolina Emergency Medical Technician may be <br />certified as an individual first responder in Cabarrus County <br />without having to complete a forty (40) hour first responder <br />Course. Current American Heart Association or American Red <br />Cross Cardiopulmonary Resuscitation certification and first <br />responder continuing education are required. N.C.E.M.T. <br />certification must remain current and all other requirements of <br />these guidelines must be fulfilled. E.M.T. recertification <br />courses can be applied to required continuing education hours. <br />First responder personnel will not be exempt from any rules, <br />regulations, or duties of their sponsoring organization. <br /> <br />Section 6: Standards for Communications. <br /> <br />First responders will be controlled under all current FCC and <br />Cabarrus County Fire Department radio procedures. <br /> <br />Section 7: Standards for Dispatch. <br /> <br />Cabarrus County first responder agencies will respond on a 24 hour <br />basis. <br /> <br />me <br /> <br />Cabarrus County Communications will dispatch first responders to <br />respond to accidental or medical emergencies. <br /> <br />The first responder agency or individual will not respond to any <br />calls for assistance unless they notify the Cabarrus County <br />Communications Center. <br /> <br />Any calls received personally by a first responder agency or <br />individual must be reported first to the Cabarrus County <br />Communications Center before first responders respond to the call. <br /> <br />The first responder or agency will only be dispatched to emergency <br />situations in their designated first responder area -- unless an <br />emergency situation arises elsewhere in the county where their <br />assistance will be needed. <br /> <br />No first responder or agency will be allowed to cancel the dispatch <br />of an ambulance unless a release is obtained by the first <br />responder. <br /> <br />No more than four (4) first responders per patient shall be at the <br />emergency scene unless the conditions warrant additional first <br />responders. If more than the required number of first responders <br />appear at the scene, they shall: <br /> <br />a. Be held in reserve in case their services are required. <br />b. Provide traffic control. <br /> <br />If at any time a Cabarrus County Ambulance Service vehicle <br />arrives on the scene before the first responder, they may, at their <br />discretion, cancel the first responder en route or slow their <br />response. <br /> <br />SECTION 8: Standards for Patient Care by First Responder Agency and the <br /> First Responder Member. <br /> <br />At the scene of an emergency, the first responder agency shall <br />administer basic life support and first-aid, including the taking <br />of vital signs, to the sick or injured in a way that is consistent <br />with the level of first responder training set forth. <br /> <br />Cabarrus County First Responders who possess current and valid <br />North Carolina Emergency Medical Technician certification shall <br />administer patient care which is consistent with the level of <br />Emergency Medical Technician training set forth by the State of <br />North Carolina. <br /> <br /> <br />
