<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani-
<br />mously carried, the Board awarded the 1987-88 contract for Law Enforcement
<br />Uniforms to the low bidder, American Uniform Sales, Inc., in the amount of
<br />$10,227.40.
<br /> Chairman Lentz reported that Mayor Ralph Austin of the Town of Mount
<br />Pleasant had invited all members of the Board of Commissioners to a ground-
<br />breaking ceremony at the Black Run Creek Reservoir site on Saturday,
<br />September 26, 1987, at 10:00 A.M.
<br /> Chairman Lentz introduced discussion of late charges for unpaid water
<br />bills. Mr. Walter C. Odell, III, Engineer, explained the current water
<br />billing procedure. The Board indicated that it would consider the possibility
<br />of removing the late notice charge at some point in the future and asked for
<br />information to be obtained regarding the procedures used by the cities in the
<br />county.
<br /> At 7:30 P.M., Chairman Lentz stated that this was the date and hour
<br />scheduled for a public hearing regarding the closing of a portion of White
<br />Street and asked if anyone were present who wished to speak regarding the
<br />proposed closing.
<br /> Mr. Fletcher L. Hartsell, Jr., County Attorney, reported that White
<br />Street was located in the Community Development Block Grant project area and
<br />that the easement had not been opened.
<br /> There being no one present to speak for or against the proposed closing,
<br />Chairman Lentz closed the public hearing.
<br /> UPON MOTION of Coramissioner Melvin, seconded by Commissioner Payne and
<br />unanimously carried, the Board adopted the following Order Closing an Easement
<br />Dedicated for a Public Road.

<br />ORDER CLOSING AN EASEMENT
<br />DEDICATED FOR A PUBLIC ROAD
<br />
<br /> WHEREAS, at its meeting of July 20, 1987, the Board of Commissioners of
<br />Cabarrus County ("the Board") acknowledged a request to close an easement
<br />dedicated for a public road commonly known as a portion of "White Street" in
<br />Cabarrus County, North Carolina ("the Easement"), such request being pursuant
<br />to North Carolina General Statute 153A-241; and
<br />
<br /> WHEREAS, the map dedicating the Easement was recorded in the Office of
<br />the Register of Deeds of Cabarrus County on April 12, 1947, but the Easement
<br />has never been opened for public use, nor has it been placed under the control
<br />or supervision of the Department of Transportation; and
<br />
<br /> WHEREAS, at its meeting of August 3, 1987, the Board adopted a resolution
<br />declaring its intent to close the Easement; and
<br />
<br /> WHEREAS, notice of said resolution was published once a week for four (4)
<br />successive weeks in The Concord Tribune, Concord, North Carolina, notifying
<br />the public of a hearing to be held before the Board on September 21, 1987, at
<br />7:30 o'clock p.m.; and
<br />
<br /> WHEREAS, both property owners abutting the Easement have been given
<br />actual notice of the resolution, said abutting owners, in advance, having
<br />granted Cabarrus County a right-of-way and easement across the land subject to
<br />the Easement; and
<br />
<br /> WHEREAS, such notice was prominently posted on at least two (2) places
<br />along the Easement; and
