Planned primary and secondary traffic circulation patterns including <br />an analysis of anticipated traffic volumes, and improvements to be made <br />to reduce the increased traffic volume impact resulting from this <br />development. <br /> <br />3. Planned parks, playgrounds and open areas to be developed or pre- <br />served in accordance with section (C) of this division. <br /> <br />4. Planned means of providing for the organization arrangements for the <br />ownership, maintenance and preservation of common open spaces. (This <br />plan must be in compliance with G.S. Chapter. 47-A) <br /> <br />5. Relationship of the planned unit development to the surrounding land <br />uses and within the planned unit development. <br /> <br />6. Plans for water and wastewater systems to be constructed in accor- <br />dance with applicable municipal or county standards. <br /> <br />7. Plans for the access of fire fighting, rescue, or other emergency <br />vehicles as well as documentation from the proper emergency agencies <br />that service capabilities are adequate for the safety of the project, as <br />well as plans for the access of refuse disposal equipment; to include <br />the method of refuse disposal such as compactors, dumpsters, etc. <br /> <br />8. Plans for all utilities to be installed underground, except for <br />Board of Commissioner's approval, electric and phone feeder lines. <br /> <br />9. Plans for an adequate storm drainage and detention system to be <br />constructed in accordance with standards determined by the Cabarrus <br />County Engineer. <br /> <br />10. The delineation of areas to be constructed in phases or sections <br />and the sequential order that will be followed in development including <br />a written statement from the applicant indicating the date for beginning <br />each phase of construction and the estimated date of completion. <br /> <br />11. Evidence that the Cabarrus County Board of Education, the United <br />State Soil Conservation Service representative at the Cabarrus Soil and <br />Water Conservation District, and the North Carolina State Highway <br />Commission (Department of Transportation) have been made aware of the <br />proposed planned unit development and that the developer will coordinate <br />planning for the planned unit development with these agencies. <br /> <br />12. Drafts of any covenants which create a landowners association for <br />the maintenance of all privately owned common areas including, but not <br />limited to, streets, parking areas, easements, and the like. <br /> <br />13. Drafts of any proposed declarationsto be recorded pursuant to the <br />North Carolina Unit Ownership Act (G.S. Chapter. 47A). <br /> <br />14. Soils map prepared according to the United States cooperative soil <br />survey standards. <br /> <br />15. An analysis of anticipated population by age groups and evidence <br />clearly showing the manner in which plans have been made for schools, <br />recreation, and municipal or county services. <br /> <br />16. Supporting evidence justifying the proposed commercial areas within <br />the planned unit development along with a schedule indicating the dates <br />construction will begin and be completed in such areas. <br /> <br />B. Detailed site plan and construction drawings: After approval of the <br />master land use plan, the developer shall submit the following: <br /> <br />1. Detailed engineering and construction plans of all necessary on-site <br />and off-site improvements in accordance with section 5.4 and 5.5, which <br />may be submitted in phases as approved by the County Commission. <br /> <br />2. Final copies of all necessary covenants and declarations. <br /> <br /> <br />
