39O CONTRACT This agreement is made and entered into this the 1st day of April, 1988 between the Mecklenburg County Health Department and the Cabarrus County Health Department for services as described below. A. Scope of Services The Mecklenburg County Health Department agrees to provide the testing of dairy samples brought to the Mecklenburg County Public Health Laboratory by the Cabarrus County Health Department. The Mecklenburg County Health Depart- ment will mail the results to the Cabarrus County Health Department as soon as the results are obtained from the analyst performing the tests. B. Period of A~reement This agreement shall be effective on the date of execution and may be amended or terminated at the mutual consent of both parties or terminated by either party giving 30 days written notice. Payment for Services (1.) Renumeration for services shall be at the rate of $5.00 per test. (2.) Payment to Mecklenburg County shall be made pursuant to a monthly invoice for tests performed. BY: Finance Officer Insurance and Risk Management Agency of Charlotte Mecklenburg Item 5 regarding the revised Maternal Health Fee Scale for the Cabarrus County Health Department was delayed until the next meeting in June at the request of the Health Director. Mr. Matthew Keeble of Container Corporation of Carolina and Mr. Eric Black of Browning Ferris Industries (BFI) reviewed the use of roll-out carts for all residential customers of franchised solid waste companies in Cabarrus County. They advised the Board that the carts would be provided at no cost to the customers by the companies and that allowances would be made for the physically handicapped. It was noted that the franchised solid waste compa- nies have agreed not to request a rate hike this year if the roll-out cart proposal is approved. UPON MOTION of Commissioner Payne, seconded by Chairman Lentz and unani- mously carried, the Board approved the Health Board's recommendation for the use of roll-out carts for all residential customers of franchised solid waste companies in Cabarrus County and amended the Cabarrus County Solid Waste Ordinance as follows: Section VIII, Parts B and C deleted. Section VIII, Part D becomes Part C. New Section VIII, Part B: Garbage shall be secured in approved refuse roll-out containers provided by the franchise haulers at no charge to the residential customers. These containers must be rolled out to the roadside on days designated by the franchised haulers.
