392 <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby and unani- <br />mously carried, the Board authorized Chairman Lentz to sign the contract <br />between the Cabarrus County Health Department and Department of Natural <br />Resources and Community Development for acceptance of a Pollution Prevention <br />Challenge Grant of $5,000.00 to Cabarrus County for a county-wide recycling <br />feasibility study. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with <br />Commissioners Payne and Melvin and Chairman Lentz voting for and Commissioners <br />Moss and Hamby voting against, the Board adopted the following Capital Project <br />Ordinance. <br /> <br /> Cabarrus County <br /> Capital Project Ordinance <br />Cabarrus County Governmental Center <br /> <br /> Be it ordained by the Board of Commissioners of Cabarrus County, meeting <br />in session this 6th day of June, 1985, that the following Capital Project Fund <br />Ordinance for the Cabarrus County Governmental Center is adopted for the life <br />of the project with the following revenues and expenditures. <br /> <br />It is estimated that the following revenues will be available <br />in the Capital Project Fund Ordinance for the life of this project. <br /> <br />Bank Financing Lease <br />Interest on Investments <br />Sales Tax Refund <br />Total Revenues <br /> <br />$8,500,000.00 <br /> 300,000.00 <br /> 120~000.00 <br />$8,920,000.00 <br /> <br />Be <br /> <br />The following amounts are hereby appropriated in the Capital Project <br />Fund Ordinance for the construction, purchase of land, furnishings <br />of offices, and other expenses related to completion and acceptance <br />of the Cabarrus County Governmental Center. <br /> <br />Cabarrus Co. Govt. Center <br />Total Expenditures <br /> <br />$8~920,000.00 <br />$8,920,000.00 <br /> <br /> UPON MOTION of Commissioner Payne, seconded by Commissioner Moss and <br />unanimously carried, the Board designated Chairman Lentz as the voting dele- <br />gate for Cabarrus County at the 81st Annual Conference of the North Carolina <br />Association of County Commissioners to be held in Greensboro. <br /> UPON MOTION of Cox~issioner Melvin, seconded by Commissioner Hamby and <br />unanimously carried, the Board reappointed Ms. Gwynn Morris as a perimeter <br />member to the Harrisburg Planning and Zoning Board and Board of Adjustment for <br />a three-year period ending July 1, 1991. <br /> Chairman Lentz reported that applications are still being received for <br />the position of County Manager. He stated a letter is being sent to all <br />persons whose applications were received after the June 1 deadline advising <br />them that their applications cannot be considered at this time. <br /> UPON MOTION of Commissioner Hamby, seconded by Chairman Lentz and unani- <br />mously carried, the Board approved the following updated Mutual Aid Agreement <br />with Union County. <br /> <br /> MUTUAL AID AGREEMENT <br /> BETWEEN <br />UNION COUNTY, N.C. AND/OR CABARRUS COUNTY, N.C. <br /> <br /> WHEREAS, standing operating procedures at present require the Emergency <br />Management Coordinator of Union County and/or Cabarrus County to require aid; <br />and <br /> <br /> WHEREAS, the Counties concerned come within the scope of the Emergency <br />Management mutual aid concept since they are adjacent; and <br /> <br /> WHEREAS, if the Counties listed are requesting aid of an adjacent County, <br />the local Emergency Management Coordinator will make his request direct to the <br />local Emergency Management Coordinator providing such aid, and the Local <br />Coordinator involved in such a request will notify, as a matter of informa- <br />tion, the Director, North Carolina Division of Emergency Management, of their <br />intent to request/provide "Mutual Aid" from/to an adjacent County. <br /> <br /> <br />
