~432 <br /> <br /> UPON MOTION of Commission Payne, seconded by Commissioner Hamby and <br />unanimously carried, the Board approved the amendment to the General <br />Consulting Services Agreement between Cabarrus County and Camp Dresser & <br />McKee to cover the engineering services for designing a second sedimentation <br />basin with an allowance of $7,500.00 for this work. The Duties of Owner, <br />Method of Payment, and Related services were the same as previously approved <br />in Task No. 3. The Board also approved the following Task Order No. 4 for <br />professional engineering services by Camp Dresser & McKee for a recycling <br />study which will cost $29,000.00 less the $5,000.00 Pollution prevention <br />Grant received from the State. <br /> <br /> TASK ORDER NO. 4 <br /> BETWEEN <br /> OWNER AND ENGINEER <br /> FOR <br />PROFESSIONAL SERVICES RELATED TO <br />CABARRUS COUNTY SOLID WASTE PROGRAM <br /> <br />FURTHER DESCRIPTION OF BASIC SERVICES, DUTIES OF OWNER, <br /> METHOD OF PAYMENT, AND RELATED SERVICES <br /> <br />This is a Task Order attached to and made part of the Agreement dated <br />February 26, 1985, between Cabarrus County, North Carolina (OWNER or COUNTY) <br />and Camp Dresser & McKee (ENGINEER or CDM) for study and report professional <br />services. <br /> <br />The Basic Services of ENGINEER as described in Section 1 of said <br />Agreement are amended and supplemented as follows: <br /> <br />The ENGINEER agrees to complete a feasibility study of recycling <br />options in Cabarrus County. <br /> <br />SCOPE OF SERVICES <br /> <br />TASK A - MATERIALS MARKET SURVEY <br /> <br />CDM will conduct a survey of local markets for potential purchasers of <br />recoverable materials such as, but not limited to, newspaper, corrugated <br />cardboard, other grades of paper, ferrous metals, aluminum, glass and <br />plastic. <br /> <br />The objectives of the materials market survey will include obtaining the <br />following information, as applicable. <br /> <br />¢¢ <br /> <br />Identification of potential markets for recyclable materials; <br />Specifications for materials; <br />Estimated gross revenues and an assessment of their reliability <br />over time under fluctuating market conditions; <br />Preliminary letters of interest from recycled materials <br />purchasers, where possible to purchase materials, provide <br />containers and/or transportation, and to enter into purchase <br />agreements with County. <br /> <br />TASK B - ESTIMATE OF RECYLABLE MATERIALS QUANTITIES/REVENUES <br /> <br />CDM will project the quantities and associated gross revenues of recycled <br />materials for which markets are identified in Task A. The results of the <br />analysis will include the following: <br /> <br />Evaluation of existing waste quantity records provided by the <br />County to estimate quantity of recyclable materials. <br />Conduct a waste characterization study to estimate percentage of <br />recylable materials in waste stream using the following methodology. <br />- CDM will develop a methodology for selection of two random <br /> residential loads and one commercial load representative of <br /> the County waste stream. <br />- Using County equipment and labor, CDM will assist County <br /> personnel in sampling procedure. A random sample of between <br /> 250 and 400 pounds will be selected from each load for <br /> sorting. The refuse will then be manually sorted into the <br /> <br /> <br />
