433 <br /> <br />following categories: cardboard, newspapers, miscellaneous <br />paper, plastic film, molded plastic, leather and rubber, <br />textiles, lumber, tree trimmings, ceramics and stones, <br />aluminum foil, and aluminum cans. Each category will be <br />placed in containers and weighed. The total weight of each <br />category will be tabulated and the percentage of each category <br />calculated for each test day. <br /> <br />Moisture content of the following categories will be deter- <br />mined experimentally: cardboard, newspaper, miscellaneous <br />paper, textiles, lumber, garbage, grass and dirt. <br />Representative samples of these categories will be sealed in <br />plastic bags and sent to CDM's laboratory. To determine the <br />moisture content of the categories the plastic containers will <br />be opened and left in a ventilated oven at 103°c for 48 hours. <br />The weight loss will be reported as moisture. <br /> <br />CDM will analyze the results and compare with other local and <br />national data. <br /> <br />* Estimate gross revenues at various recovery rates. <br /> <br />TASK C - WASTE SEPARATION/RECYCLING PROGRAM EVALUATION <br /> <br />CDM will identify waste separation/recycling programs within the <br />study area, meet with responsible officials of each, and conduct an <br />evaluation of each operation. This work will focus upon key <br />elements of the programs including public participation efforts, <br />history of revenues, participation rates, collection and processing <br />methods, and financing methods. <br /> <br />CDM will identify, develop, and evaluate alternative waste <br />separation/recycling programs and determine their applicability to <br />the County. This work will include alternative collection methods <br />such as user delivery systems versus organized collection systems. <br />Buy back centers, on call programs, commercial/office programs, and <br />drop off centers will be included in the analysis. Capital and <br />annual operating cost estimates, will be determined for the system <br />alternatives. <br /> <br />The impact of variations in participation rates will be assessed. <br />This will include an analysis of mandatory versus voluntary <br />programs. The sensitivity to changes in market prices also will be <br />assessed. Also, any changes to the existing solid waste management <br />system including legal and institutional changes which may be <br />necessary will be identified. The impact of the various system <br />alternatives identified on overall solid waste disposal require- <br />ments will be assessed. <br /> <br />TASK D - METHODOLOGY FOR IMPLEMENTING A WASTE SEPA}~ATION/RECYCLING PILOT <br /> <br />PROGRAM <br /> <br />CDM, after review with the County, will develop the methodology for <br />implementing a waste separation/recycling pilot program. This will <br />include an assessment of the costs, logistics, goals, and <br />evaluatioh criteria for the program. <br />A conceptual design for a recycling processing center will be <br />developed and will include the sizing of equipment needed, building <br />and grounds layout, and manpower projection needs. Capital and <br />operation and maintenance costs will be estimated. <br /> <br />TASK E - REPORTS AND MEETINGS <br /> <br />CDM will prepare and submit 10 copies of the final report. CDM will attend <br />one meeting with the County during the study period and will present the <br />findings and conclusions of the study to the Board of County Commissioners <br />and/or the Resource Recovery Committee at one meeting after the study period. <br /> <br />The responsibility of OWNER as described in Section 2 of said Agreement <br />are amended and supplemented as follows: <br /> <br /> <br />
