<br />PURPOSE OF BUDGET REVISION REQUEST:
<br /> Provides for the addition of five staff positions at the Department to
<br /> meet manpower needs for the Child Support Enforcement Program and the
<br /> Medicare Catastrophic Coverage provisions of the Medicaid Program for
<br /> the elderly and disabled. Federal and State funds and Child Support
<br /> Enforcement Program revenues will be used to meet the total cost of
<br /> these positions and no additional appropriation of County funds will be
<br /> necessary to support them in the current year or in future years.
<br />
<br /> The following bids were received on October 10 for the excavation of a
<br />hole at the Sanitary Landfill and on August 5 for the purchase of a scraper.

<br /> Mr. Bob Farris, Environmental Health Supervisor, presented the
<br />recommendation from Mr. William F. Pilkington, Health Director, that the
<br />County reject all bids and readvertise for the purchase of the scraper as the
<br />delivery date on the scraper as bid would be at least six months. He reported
<br />that an analysis of the bids had indicated that it was most cost effective
<br />for the County to buy a scraper and dig the hole with County personnel.
<br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with
<br />Commissioners Melvin, Hamby, and Payne, and Chairman Lentz voting for and
<br />Commissioner Moss voting against, the Board approved the purchase of the
<br />scraper as bid from Carolina Tractor and Equipment Company in the amount of
<br />$238,246.05 and agreed to exercise the right to obtain additional help to
<br />excavate the hole at the landfill at a cost not to exceed the $50,000.00
<br />limit for construction and repairs and subject to prior approval by the
<br />Board.
<br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Payne with
<br />Commissioners Payne, Melvin, and Hamby and Chairman Lentz voting for and
<br />Commissioner Moss voting against, the Board rejected the bids listed as
<br />Option 1 for the contracted excavation of a hole at the landfill.
<br /> The Board reviewed the proposal from John L. Roberts, P.E., Vice
<br />President of Camp Dresser & McKee, to reduce the engineering services
<br />amount for the Recycling Study Contract by $7,000.00 with the revised
<br />contract amount to be $32,000.00. Mr. Bob Farris reported that the earth
<br />sedimentation pond at the landfill had failed and was repaired at a cost of
<br />
