140 <br /> <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Commissioners Melvin, Hamby, and Moss and Chairman Lentz voting for, the Board <br />designated Chairman Lentz as the voting delegate for Cabarrus County at the <br />National Association of Counties (NACo) Annual Conference in Cincinnati on July <br />15-19, 1989. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Hamby with <br />Commissioners Melvin, Hamby, and Moss and Chairman Lentz voting for, the Board <br />designated Chairman Lentz as the voting delegate for Cabarrus County at the 82nd <br />Annual Conference of the North Carolina Association of County Commissioners to <br />be held in Raleigh on August 10-13, 1989. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Hamby with <br />Chairman Lentz and Commissioners Hamby, Moss, and Melvin voting for, the Board <br />approved the addition of Commerce Drive to the State secondary road system. <br /> Chairman Lentz announced that the regular Board meetings for the month of <br />July were scheduled for 7:00 P.M. on July 13 and at 7:00 P.M. on July 24, 1989. <br /> Commissioner Simmons arrived at 8:00 P.M. and was present for the <br />remainder of the meeting. <br /> At 8:00 P.M., Chairman Lentz stated that this was the date and hour to <br />receive comments from the public relative to district representation in Cabarrus <br />County. <br /> Mr. Walter M. Safrit, II, Kannapolis City Attorney, informed the Board <br />that the Kannapolis City Council had not taken an official position on district <br />representation. However, he advised the Board that the City Council members had <br />indicated their support for the concept of district representation and for <br />continued study of the matter. <br /> Mr. Kenneth Olio-Mills of Mt. Pleasant asked that the Board appoint a <br />committee of citizens to study district representation and report its findings <br />to the Board of Commissioners. <br /> There was no one else present to speak regarding the issue of district <br />representation. The Board acknowledged receipt of the resolution adopted by the <br />Board of Aldermen for the City of Concord on April 13, 1989 and entitled "A <br />Resolution Endorsing a Referendum to be Held on November 7, 1989 to Consider <br />Expanding the Cabarrus County Board of Commissioners from Five to Seven <br />Members". <br /> The Board agreed to discuss the appointment of a district representation <br />study committee on June 29, 1989. <br /> UPON MOTION of Commissioner Hamby, seconded by Commissioner Simmons and <br />unanimously carried, the Board approved the following amendment to the Recycling <br />Study Contract with Camp Dresser & McKee to reflect the settlement of <br />construction matters relative to a sedimentation basin at the Landfill and <br />authorized the negotiation of a draft in the amount of $3,033.28 from Law <br />Engineering as settlement for that companyfs share of the repair costs for the <br />failed work at the Landfill. <br /> <br />June 2, 1989 <br /> <br />Dr. William F. Accordingly, the revised <br />contract amount is $32,000.00. Ail other contractual matters are <br />unchanged. We have agreed that this represents total payment and <br />settlement for work related to additional contractor services <br />performed by Arnold Suther on sedimentation basin No. 1. <br /> <br />Please provide an authorizing signature on the three enclosed copies <br />of this letter in the space provided below and return two copies to <br />me. This will serve to amend our contract with the County. Thank <br />you for your cooperation in this matter. <br /> <br /> <br />
