157 <br /> <br />needs which may include, but not necessarily be limited to, the <br />following principal items: <br />1. Consult with the Owner to determine Owner's requirements and <br /> to advise the Owner as to the necessity of providing or <br /> obtaining services from others of types mentioned in Part IV. <br />2. A study of the needs of the population trends, proposed <br /> improvements, existing records and plans, and its effect on <br /> the present and future facilities. <br />3. A preliminary layout of the proposed improvements, including <br /> sizes and locations of the proposed facilities. <br />4. Recommendations relative to the development of the preliminary <br /> layout, use of material or alternate solutions will be made <br /> of the proposed facilities. <br />5. A preliminary cost estimate of the proposed program. <br />6. The coordination of the proposed system with applicable local, <br /> state, and/or federal regulatory agencies. <br /> <br />It is mutually understood that assistance will be given by the Owner <br />in the preliminary investigations, and that the Engineer will have <br />access to records and necessary financial data available in the <br />municipal offices concerning the proposed facilities. <br /> <br />For these services the Engineer will be paid by the Owner on an <br />hourly rate as indicated in Part IV, Number 9. <br /> <br />Part II - Detailed Plans and Specifications <br /> <br />When the Owner decides to proceed with the final design phase of the <br />project and notifies the Engineer to proceed, the Engineer will <br />perform the following services, if desired by the Owner: <br /> <br />o <br /> <br />Prepare complete construction plans and specifications, in <br />conjunction with Cabarrus County staff with use of Cabarrus <br />County facilities and materials. <br />Advise the Owner of any adjustment of the cost estimate of the <br />project caused by changes in scope, design, requirements or <br />increased construction costs. <br />Furnish required sets of plans and specifications for use by <br />Owner, regulatory agencies and Contractors. (Cabarrus County <br />printing machine and paper will be used to keep costs down.) <br />Provide assistance in advertising for bids, securing a list <br />of qualified bidders for the project, taking bids and advising <br />the Owner as to the best bids to accept. <br />Prepare formal contract documents for award of contract. <br /> <br />The plans and specifications phase will terminate with the <br />evaluating of bids, negotiating of proposals and preparing <br />construction contracts. <br /> <br />For these services, the Engineer is to be paid by the Owner as <br />indicated in Part IV, Number 10. <br /> <br />Part III Engineering Services during Construction (if desired) <br /> <br />After the awarding of construction contracts and upon written <br />request from the Owner, the Engineer will provide part-time <br />engineering services during construction. These services will <br />include the following: <br /> <br /> o <br /> <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />Observation of the work performed by the Contractor to assure <br />compliance with the plans and specifications and receiving <br />first-class workmanship and materials. (See Item 8) <br />Preparation of monthly construction cost estimates for use as <br />a basis for payment to the Contractor. (see Item 8) <br />Keep Owner fully informed as to the progress of the work and <br />status of the project. <br />Issue instructions of the Owner to the Contractor and prepare <br />Change Orders. <br />Provide assistance in tune-up and testing equipment. <br /> <br /> <br />
