158 <br /> <br />Provide liaison between Owner, regulatory agencies and the <br />Contractor. <br />Final inspection and certification of the project, including <br />one set of blue line "Construction Record Drawings". (See <br />Item 8) <br />A full-time resident for construction observation should be <br />furnished by Owner and should serve under the Utility <br />Department. <br /> <br />The Engineer shall not be responsible for the acts or omissions of <br />the Contractor, any Sub-contractor, or any of the Contractor's or <br />Sub-contractor's agents or employees, or any other persons <br />performing any of the work under the construction contract. <br /> <br />For these services, the Engineer will be paid by the Owner at the <br />hourly rates indicated in Part IV, Number 9. <br /> <br />Part IV - Miscellaneous Engineering Services <br /> <br />In addition to the foregoing services, other special services may <br />be performed when requested by the Owner: <br />1. The testing of materials such as concrete, reinforcing steel, <br /> soil testing, flow gauging or sewage analyses as these are <br /> services rendered by commercial laboratories, or <br />2. The establishing of property corners, topographical surveys, <br /> rights-of-way or property surveys, since these services should <br /> be rendered by a duly authorized local land surveyor, or <br />3. The preparation of Operation and Maintenance Manuals for any <br /> necessary pumping facilities. <br />4. The Engineer will advise the Owner of the need for any of <br /> these services and assist the Owner in obtaining these <br /> services. Billing to the Owner by the Engineer for <br /> professional services of consultants will be the cost of these <br /> consultants to the Engineer multiplied by the factor of 1.15. <br />5. Necessary filing of maps for water rights, special documents, <br /> court work for water adjudications, litigation or other <br /> reasons shall be done by the Engineer if requested by the <br /> Owner. Payment for these shall be based on direct personnel <br /> expenses plus direct reimbursable expenses at cost. <br />6. For services in preparing documents and drawings for alternate <br /> bids requested by the Owner for work which is not executed, <br /> or <br />7. For redesign done by the Engineer at the request of the Owner <br /> after receiving the approval of preliminary plans, the <br /> Engineer will be paid a fee based on the hourly rates as shown <br /> in Number 9. <br />8. For services during readvertisement for bids for construction, <br /> the Engineer will receive reimbursement based on the rates as <br /> shown in Number 9. <br />9. Rates and charges for engineering services as stated <br /> previously shall be based on direct personnel expenses, plus <br /> direct reimbursable expense at cost. The established rates <br /> are: Engineer, $50.00 per hour; Secretary, $17.50 per hour. <br /> (Rates will be valid until July 1, 1990.) <br /> Direct reimbursable expenses: <br /> a. Travel at twenty and one-half cents per mile, plus time <br /> at above rate, plus actual out-of-pocket personal <br /> expenses. <br /> b. Long distance telephone, telegraph and postage at actual <br /> cost. <br /> c. Cost of printing, drafting and other materials required <br /> for the job at actual cost. <br /> 10. For the design of water and sewer lines, the amount paid will <br /> be based on the feet of pipe in the project: <br /> a. The charge for the design of water lines will be $0.75 <br /> per linear foot. <br /> b. The charge for the design of sewer lines will be $1.00 <br /> per linear foot. <br /> c. Survey work for the above designs will be in addition <br /> to the above charges and will be negotiated with survey <br /> <br /> <br />
