164 <br /> <br />ZONING TEXT AMENDMENTS <br />(1) PETITION 89-03. Planning Staff (by request of the Gabarrus County Planning <br /> Board and Zoning Board of Adjustment), amend Section 5.6 "Sign <br /> Regulations". <br /> <br />The Planning Board voted 5-0 to approve this petition. <br /> <br />In addition, the following changes are required to reconcile the sign <br />regulation changes to the remainder of the Zoning Ordinance: <br /> <br />Amend Section 16 "Definitions", page 128, by deleting the word <br />"sign" from the definition of "structure". <br />Amend Section 3.2-4 "Schedule of Use Regulations", page <br />ll-J, by deleting the line item for "Signs <br />(Advertising)" <br />Amend Section 3.2-4 "Schedule of Use Regulations", page <br />ll-J, to change the line item for "Signs (Off-Premises)" <br />to not permit these signs in the C-3 zoning district. <br /> <br />The Planning Board voted 5-0 to approve each of these changes. <br /> <br /> Ms. Gerri Hagler, of Adams Outdoor Advertising and representing the <br />outdoor sign industry, was present to answer questions by the Board. <br /> Mr. Bill Powlas, owner of Bill's Junk Car Service located on Macedonia <br />Church Road, objected to the sign regulations and the Zoning Ordinance. He <br />stated in his opinion small businessmen are being harassed by the Ordinance. <br /> Reverend Pierce Evans of Trinity Lutheran Church and Reverend Sampson Long <br />of the Macedonia Baptist Church addressed the need for off premise signs to <br />~irect persons to those churches. <br /> Other persons speaking in support of off premise signs to provide <br />directions to businesses included Mr. J. B. Kerns, Mr. Ralph Green, and Mr. <br />Robert White. <br /> Ms. Nancy Randall of the Planning Board pointed out that the current <br />Zoning Ordinance provides for no signs and the proposed amendment would permit <br />some off premise signs. <br /> There being no one else to speak regarding Zoning Text Petition 89-03, <br />Chairman Lentz closed the public hearing at 8:35 P.M. <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Melvin with <br />Chairman Lentz and Commissioners Melvin and Moss voting .for, the Board tabled <br />Petition 89-03 until the next zoning meeting on August 21 with the Board of <br />Commissioners to meet with the Planning Board for a work session on August 16, <br />1989. <br /> <br />NEW BUSINESS CONSENT <br /> <br /> UPON MOTION of Chairman Lentz, seconded by Commissioner Moss with Chairman <br />Lentz and Commissioners Moss and Melvin voting for, the Board authorized Mr. <br />James F. Cook, Jr., Social Services Director, to execute the following contract <br />between Cabarrus County and Cabarrus Meals on Wheels, Inc. <br /> <br /> CABARRUS COUNTY <br />DEPARTMENT OF SOCIAL SERVICES <br />CONTRACT <br /> <br /> This contract made by and between Cabarrus County, hereinafter referred <br />to as the "County", by and through its Department of Social Services, and "Meals <br />on Wheels, Inc.", hereinafter referred to as "Meals on Wheels". <br /> WITNESSETH <br /> WHEREAS, Meals on Wheels provides meals to homebound individuals within <br />the community and is properly incorporated in the State of North Carolina for <br />this purpose; and <br /> WHEREAS, Meals on Wheels wishes to secure the financial support of the <br />County for a portion of the costs incurred in providing these services; and <br /> WHEREAS, the County, in the interest of the welfare of its citizens, <br />desires to provide financial support for a portion of the costs incurred by <br />Meals on Wheels in its provision of these services; and <br /> WHEREAS, The County has appropriated the sum of $25,650 for this purpose <br />for the period July 1, 1989 through June 30, 1990. <br /> NOW, THEREFORE, in cOnsideration of the premises, the County and Meals on <br />Wheels do mutually agree to the following terms and conditions: <br /> <br /> <br />
