204 <br /> <br /> Commissioner Hamby reported that Ms. Helen Arthur, who writes for The <br />Cabarrus Neighbors and who writes historical articles regarding Cabarrus County, <br />had suggested that the Board appoint a Cabarrus County Bicentennial Commission <br />to prepare for activities and projects relating to the 1992 Bicentennial of the <br />county. Chairman Lentz asked that each Board member be prepared on October 2 <br />to nominate one person to serve~ on the Bicentennial Commission. <br /> As recommended by Commissioner Moss, the Board authorized Mr. Tarry <br />Gautney, Sanitary Landfill Supervisor, to negotiate the removal of trees from <br />the firing range site at the Landfill. He also asked that the County Manager <br />and Sheriff investigate the possibility of opening the firing range at certain <br />hours to the public. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin and <br />unanimously carried, the Board appointed the following persons as at-large <br />members of the Cabarrus County Tourism Authority. <br /> <br />Appointee Seat Number <br />Floyd S. D. Franklin <br />Electric, Inc. (1) Furnish all labor and materials and install <br />conduit and wiring to provide a "cable link" between the Government <br />Center and Cabarrus County Jail. Reference R. D. Franklin Electric <br />Inc. letter, dated 08/09/89 with cost breakdown - Add $7,915.00. <br /> <br /> Chairman Lentz announced that the County had received notification on this <br />date that the Community Development Block Grant for the FishertownCommunity had <br />been approved by the State of North Carolina. He specifically addressed his <br />comments to Mrs. Corrine Cannon, resident of the Fishertown Community, and <br />recognized her efforts over the years to secure sewer services for that area. <br />It was noted that the $600,000.00 in Community Development funds and the <br />County's local match of $200,000.00 would be used to install sewers and improve <br />homes in that community. <br /> UPON MOTION of Commissioner Melvin, seconded by Commissioner Moss and <br />unanimously carried, the Board set a public hearing for 7:30 P.M. on Monday, <br />September 18, 1989, for the proposed issuance of $6,000,000.00 in industrial <br />development revenue bonds for the Oiles Manufacturing Corporation. <br /> UPON MOTION of Commissioner Simmons, seconded by Commissioner Melvin and <br />unanimously carried, the Board moved to take the following Petition 89-04 off <br />the table. <br /> <br />Petition 89-04 Staff Request (by request of the County <br />Commissioners), Section 3.2-4, "Schedule of Use Regulations". <br /> <br />Staff recommended the following seven items that might be removed <br />as permitted uses in the ARR Zone. <br /> <br />1> <br />2) <br />3) <br />4) <br />5) <br />6) <br />7) <br /> <br />Extraction of Earth Products <br />Machine Welding Shops <br />Wooden Products Manufacturing <br />Contractor Storage Yards <br />Cotton Gins and Cotton Waste <br />Meat Packing and Poultry Processing <br />Saw Mills and Planing Mills <br /> <br />These ~eletions would not apply to bona fide farms. <br /> <br />The Planning Board voted on a motion to only recommend the removal <br />of three items: 1) extraction of earth products, 2) cotton gins and <br />cotton waste, and 3) meat packing and poultry processing. The vote <br />was 2 for and 2 against. <br /> <br /> <br />
