The Honorable Ralph Austin, Mayor of the Town of Mt. Pleasant, reviewed
his request of August 21, 1989 for $127,653.25 in additional County funding for
the Black Run Creek Reservoir Project. During discussion of the request,
Commissioner Moss recommended the following action with which Mayor Austin
concurred: (1) Increase the County's guaranteed amount of treated water from
200,000 to 300,000 gallons per day; (2) Reduce the County's payment by
$20,125.01 for a total payment of $107,528.24. This reduction included credit
to the County of $8,125.01 or one-half (1/2) of the sales tax refund of
$16,250.03 for the project and the deduction of the $12,000.00 payment by the
Town of Mt. Pleasant to Womble, Carlyle, Sandridge & Rice for legal services
relative to a $600,000.00 loan for the reservoir project.
UPON MOTION of Commissioner Moss, seconded by Chairman Lentz and
unanimously carried, the Board authorized the payment in the amount of
$75,000.00 to the Town of Mt. Pleasant with the balance of the $107,528.24 to
be paid during the next fiscal year and with the condition that the County's
guaranteed supply of treated water is to be increased from 200,000 gallons per
day to 300,000 gallons per day.
The Board instructed the County Attorney to draft a modification to the
contract between the County and the Town of Mt. Pleasant for the Black Run Creek
Reservoir relative to the increase in the guaranteed supply of treated water.
UPON MOTION of Commissioner Hamby, seconded by Commissioner Moss and
unanimously carried, the Board increased the Fund Balance Appropriated by
$75,000.00 and appropriated $75,000.00 to the Town of Mt. Pleasant for the Black
Run Creek Reservoir.
unanimously carried, the Board adopted the following Proclamation.
