She advised a public hearing is required. <br />Chairman Morris opened the public hearing at 6:39 p.m. The Public <br />Hearing Notice was published on December 20, 2015 in The Independent Tribune. <br />The Public Hearing Notice was also posted on the County's website <br />( www.cabarrus county. us ) on December 21, 2015 in accordance with Article 2, <br />Administration, Section 2.1 (Use of Electronic Means to Provide Public <br />Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore, Chairman <br />Morris closed the public hearing. <br />In response to a question from the Board, Steve Cordell, Bond Attorney, <br />advised the public hearing is the only item required tonight; final approval <br />will be required at the February 15, 2016 regular meeting. <br />No further action was required of the Board. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) Appointments and Removals - Active Livinq and Parks Commission <br />The term of appointment for Tracy Broome "Northwest Cabarrus" area <br />representative and John Parker "At- large" area representative expires January <br />31, 2016. Both Ms. Broome and Mr. Parker have served two consecutive terms <br />and are not eligible to serve another term. <br />The term of appointment for Chris Furr "Midland" area representative <br />expires January 31, 2016. Mr. Furr is eligible and willing to serve another <br />term. <br />Applications have been received from Samantha Fisk and Michael Specht. <br />Ms. Fisk is eligible to serve as an "Eastern" area representative and Mr. <br />Specht is eligible to serve as an "At- large" area representative. <br />Applications are still being accepted for the Northwest area. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board removed Tracy Broome and John Parker from <br />the Active Living and Parks Commission roster and thanked them for their <br />service. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board appointed Samantha Fisk to the Active hiving <br />and Parks Commission as the "Eastern" area representative to complete an <br />unexpired term ending January 31, 2017. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board appointed Michael Specht to the Active Living <br />and Parks Commission as the "At- large" area representative for a three -year <br />term ending January 31, 2019. <br />UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt <br />and unanimously carried, the Board reappointed Chris Furr to the Active <br />Living and Parks Commission as the "Midland" area representative for a three - <br />year term ending January 31, 2019. <br />(H -2) Appointments and Removals - Cabarrus County Youth Commission <br />Joseph Muhonen from Concord High School has submitted an application to <br />serve on the Cabarrus County Youth Commission. A letter of recommendation is <br />attached. <br />Kenya Banks from Cox Mill High School has asked to be removed from the <br />Cabarrus County Youth Commission due to her inability to participate in <br />scheduled meetings. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board removed Kenya Banks (Cox Mill High School) <br />from the Cabarrus County Youth Commission roster and thanked her for her <br />service. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board appointed Joseph Muhonen to the Cabarrus <br />
