February 15, 2016 (Regular Meeting) <br />Megan Smit, Clerk to the Board <br />Page 2647 <br />(C -3) Planning and Development- Cabarrus Soil and Water Conservation <br />District - Recognition of Annual Conservation Contest Winners <br />Note: This item was moved to March due to inclement weather. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:44 <br />p.m. He stated each speaker would be limited to three minutes. <br />With there being no one to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />103MDic1i1.3 y4 4 1lDX'f <br />None. <br />(F) CONSENT <br />(F -1) Clerk - Records Retention - Updated County Sheriff's Retention <br />Schedule <br />The North Carolina Department of Natural and Cultural Resources, <br />Division of Archives and Records, Government Records Section updated several <br />records retention schedules in 2015_ Among the updated schedules was the <br />records retention schedule for Sheriff's Office records. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board adopted the updated County Sheriff's Office <br />Records Retention Schedule as updated by the State Government Records <br />Division in 2015. <br />(F -2) Cooperative Extension - Bonus Match <br />Cooperative Extension employees, through North Carolina State <br />University (NCSU), received a one -time legislative bonus in the amount of <br />$750.00. North Carolina State University paid 100 percent of that one --time <br />bonus for all employees with NCSU funds. <br />Funds are budgeted in the salary line item for a County match this <br />fiscal year. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board approved the Cabarrus County funding match for <br />one Cooperative Extension staff member with no NCSU funds attached to their <br />salary. <br />(F -3) KCS - North Carolina Department of Public Instruction (NCDPI) Facility <br />Needs Survey <br />Every five years, local boards of education are required by G.S. 1150 -- <br />521 (a) to submit their Facility Needs Assessment (long -range plans) to the <br />State Board of Education. <br />The Cabarrus County Board of Commissioners are required to acknowledge <br />in writing that they have received and reviewed a copy of this survey prior <br />to submission to the State Board of Education. This acknowledgement does not <br />necessarily constitute endorsement of or commitment to fund the Facility <br />Needs Survey. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board acknowledged receipt of the KCS Facility Needs <br />Survey and authorized the Chairman and County Manager to certify the receipt. <br />(F -4) Finance - CCS Agency Agreement - Mount Pleasant Middle School - New <br />Location <br />The Cabarrus County Schools (CCS) Agency Agreement, among other items, <br />allows the County to appoint the Board of Education as its agent in <br />connection with the construction and equipping of a replacement school for <br />Mount Pleasant Middle School. <br />The Board of Education shall cause the Mount Pleasant Middle School <br />project to be completed in accordance with the respective construction <br />
