During discussion, Ms. Mowrer responded to <br />questions from the Board. <br />EMS - Non - Emergency Franchise Renewal for American TransMed <br />Alan Thompson, EMS (Emergency Medical Services) Director, requested a <br />renewal of the Non - Emergency Franchise Agreement with American TransMed for <br />one year. He advised, under the terms of the franchise, American TransMed <br />has been monitored and found to be compliant. He said during the term of the <br />franchise there have been no significant issues and recommended the Non - <br />Emergency Franchise agreement renewal. <br />In response to a question from the Board, Mr. Thompson advised it is <br />not necessary to go through the bid process again but it does require two <br />readings to renew the franchise agreement. <br />Finance - LOBS 2016 Proceeds, Capital Reserve Funding and Related Budget <br />Amendment <br />Susan Fearrington, Finance Director, reported Limited Obligation Bonds <br />(LOBS) totaling $73,785,000 were sold on behalf of Cabarrus County to finance <br />school construction on March 10, 2016. She advised the enclosed budget <br />amendment records the bond proceeds ($73,785,000), bond premium ($11,159,452) <br />and related expenditure amounts. The budget amendment also includes a <br />transfer from the Capital Reserve Fund for items that will be paid for in <br />cash. She said this new LOBS 2016 and Capital Reserve funding will be used <br />for site work and construction for Royal Oaks Elementary School, Mount <br />Pleasant Middle School and Kannapolis Middle School. <br />A discussion ensued. During discussion, Ms. Fearrington and Pam <br />Dubois, Senior Deputy County Manager responded to questions from the Board. <br />IAM - Construction and Demolition Landfill -= Expansion Option <br />Kevin Grant, Sustainability Manager, provided information regarding the <br />option of extending the operating life of the Cabarrus County Construction <br />and Demolition Landfill. He advised, following testing by the permitting <br />engineer and hydrogeologist for the North Carolina Department of <br />Environmental Quality, approval has been given for an expansion at the <br />Landfill.
