Morris, Chairman <br />Cabarrus County Board of Commissioners <br />C -6) Mauler Parade Presentation <br />Jacqueline Gafrarar, JHE Production Group, presented a PowerPoint <br />presentation of the upcoming Hauler Parade and related events beginning May <br />6th . <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:55 <br />p.m. He stated each speaker would be limited to three minutes. <br />Bishop Roland Jordan, resident of 134 Lore Street in Concord, commented <br />on inmate transportation privileges, jail amenities and the State <br />correctional facility in Mount Pleasant, among other topics. <br />With there being no one else to address the Board, Chairman Morris <br />closed that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) County Manager - Cardinal Innovations Modification to Sublease <br />Cardinal Innovations subleases space at the Human Services Building for <br />a treatment center. They will be renovating a building for that purpose but <br />it will not be completed before the current sublease expires. The document <br />extends the exiting sublease on a month to month basis. Staff recommends <br />that the extension be limited to no more than one year, with a maximum <br />expiration date of July 2017. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board adopted the Modification to Sublease with <br />Cardinal Innovations. <br />(F -2) DHS - Review of Bids to Provide Bulk Catering Services to the <br />LunchPlus Club Program <br />The Department of Human Services (DHS) requested the Board of <br />Commissioners review and recommend a vendor for the bulk catering services <br />provided to the LunchPlus Club program based on the bids received through the <br />formal bidding process. Two bids were received through the process. Review <br />of the bid tabulation sheet indicates Punchy's Diner is an appropriate vendor <br />to provide bulk catering services for the LunchPlus Club program. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the bid award for bulk catering <br />services provided to the LunchPlus Club Program and authorized the County <br />Manager to execute the contract between Cabarrus County and Punchy's Diner, <br />subject to review or revision by the County Attorney. <br />(F -3) Finance - LOBS 2016 Proceeds, Capital Reserve Funding and Related <br />Budget Amendment <br />On March 10, 2016, . Limited Obligation Bonds (LOBS) totaling <br />$73,785,000.00 were sold on behalf of Cabarrus County to finance school <br />construction. The enclosed budget amendment records the bond proceeds <br />($73,785,000.00), bond premium ($11,159,452.00) and related expenditure <br />amounts. The budget amendment also includes a transfer from the Capital <br />Reserve Fund for items that will be paid for in cash. This new LOBS 2016 and <br />Capital Reserve funding will be used for site work and construction for Royal <br />Oaks Elementary School, Mt. Pleasant Middle School and Kannapolis Middle <br />School. <br />UPON MOTION of Commissioner Poole, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the School Construction Debt Fund <br />Project Ordinance, the Capital Reserve Fund Project Ordinance and the related <br />Budget Amendment. <br />Date: 3 /29/2016 Amount: $87, 621, 036, 45 <br />
