May 24, 2036 (Budget Meeting) <br />Page 2751 <br />/ Time Demands <br />► Changes In Sociological Conditions <br />/ Increasing Call Volume <br />► Training Requirements <br />Firefighter Certification - 344 hours <br />Hazardous Materials Responder - 38 hours <br />Emergency Medical Technician - 200 hours <br />► In order for a new volunteer member to be fully functional in the <br />operational aspects of the department, they would be expected to attend <br />an estimated 582 hours of training before being able to <br />practice /function in this capacity. <br />Jason Burnett, Assistant Fire Marshal, presented information relating to <br />Fireground Safety. <br />/ Occupational Safety & Health Administration (OSHA) <br />29 CFR 1910,134(g)(4) - Procedures for Interior Structural <br />Firefighting <br />(2 In /2 Out) -- At least (2) employees enter the Immediately <br />Dangerous to Life & Health (IDLH) atmosphere and at least (2) <br />employees are located outside the IDLH atmosphere. <br />/ Both NFPA 1500, 1720 and OSHA reference initial firefighting operations <br />and how it relates to the number of members /employees operating in <br />hazardous and non - hazardous environments. <br />1 Each department must be able to provide the minimum number of <br />members /employees to ensure for the rescue of these individuals <br />operating in hazardous /IDLH environments at emergency incidents. <br />Fire Marshal Langer addressed the following information on the Guilford <br />County Program as a basis for their proposal. <br />Guilford County Program <br />/ Implemented (9) years ago. <br />/ Becoming the model throughout the state. <br />/ Hired (12) full -time staff members and part -time staff members <br />(utilized as needed). <br />/ Crews operate on a 24 hour shift and respond to incidents with (1) <br />manpower /quick response vehicle. <br />/ FY 2016 -2017 Guildford County budget request proposed adding (1) <br />additional manpower /quick response vehicle and hiring (5) full -time <br />staff members. <br />Fire Marshal Langer then presented the following Cabarrus County Manpower <br />and Staffing Unit Proposal. <br />Implem entation <br />/ Hire (4) full -time staff members and 640 part time hours. <br />/ Start date of January 2 11 d 2017. <br />/ Base location EMS Station 2 Hwy 49 <br />/ Respond with all volunteer fire departments <br />/ Implementation of this program was discussed with all departments at <br />our quarterly chief's meeting in April 2016. <br />Cabarrus Manpower Unit Cost <br />/ Cost to fund the staff and operating cost; <br />1 Salaries and Benefits 109,300 <br />(4 full time staff and 640 part time hours) <br />Reoccurring operating cost 6,800 <br />► 50 % of the annual cost to operate 116,100 <br />► Initial Equipment / Vehicle 137,500 <br />1 Total Cost (Jan 2, 2017) $253,600 <br />Mike Downs, County Manager, advised the proposal does not reflect any <br />issues with the volunteer fire service currently provided, but is an option to <br />increase manpower in order to aid the volunteer fire service departments. <br />Ms. Dubois advised although the budget process cuts off in April to allow <br />staff to prepare the document for presentation to the Board, changes are still <br />discovered after that deadline. She then reviewed the following details <br />identifying changes up to May 16, 2016. <br />
