Confidentiality of User Records The Library shall not disclose any Library record that identifies a person having requested or obtained specific materials, information, or services, or as otherwise having used the Library, except as provided under these circumstances: • When required by the Library for Library operation • With written consent of the user; and /or • Pursuant to a subpoena, court order, or where otherwise required by law. All subpoenas, court orders, etc. should be directed to the Library Director. (F -7) Sheriff's Office - E -911 Equipment Upgrade Lease Upgrades to the Enhanced 911 equipment are required to adequately maintain E -911 services and provide use of Next Generation 911 services to county, city and regional E -911 operations. The system upgrade will be purchased from Intrado (WEST) . The County has secured financing with BB &T Governmental Finance. The upgrade will be financed at the cost of $283,642.15 at a 1.77 percent interest rate. Principal and interest payments will be paid semi- annually beginning January 2017 and ending July 2021. UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt and unanimously carried, the Board approved a Resolution Approving Financing Terms for a five -year financing agreement with BB &T Governmental Finance, and authorized the County Manager to execute the financing agreement on behalf of Cabarrus County, subject to review or revisions by the County Attorney. The 911 system upgrade will be financed over a five year term with BB &T. This budget amendment is also to budget proceeds from the financing and the expenditures to pay for the 911 system uoarade. BE IT THEREFORE RESOLVED, as follows: 1. The County hereby determines to finance the Project through Branch Banking and Trust Company ( "BB &T "), in accordance with the proposal dated July 7, 2016. The amount financed shall not exceed $283,642.15, the interest rate shall not exceed 1.77% and the financing term shall not exceed five (5) years from closing. 2. All financing contracts and all related documents for the closing of the financing (the "Financing Documents ") shall be consistent with the foregoing terms. All officers and employees of the County are hereby authorized and directed to execute and deliver any Financing Documents, and to take all such further action as they may consider necessary or desirable, to carry out the financing of the Project as contemplated by the proposal and this resolution. 3. The Finance Officer is hereby authorized and directed to hold executed copies of the Financing Documents until the conditions for the delivery of the Financing Documents have been completed to such officer's satisfaction. The Finance officer is authorized to approve changes to any Financing Documents previously signed by County officers or employees, provided that such changes shall not substantially alter the intent of such documents or certificates from the intent expressed in the forms executed by such officers.
