Confidentiality of User Records <br />The Library shall not disclose any Library record that identifies a <br />person having requested or obtained specific materials, information, <br />or services, or as otherwise having used the Library, except as <br />provided under these circumstances: <br />• When required by the Library for Library operation <br />• With written consent of the user; and /or <br />• Pursuant to a subpoena, court order, or where otherwise required <br />by law. All subpoenas, court orders, etc. should be directed to <br />the Library Director. <br />(F -7) Sheriff's Office - E -911 Equipment Upgrade Lease <br />Upgrades to the Enhanced 911 equipment are required to adequately maintain <br />E -911 services and provide use of Next Generation 911 services to county, city <br />and regional E -911 operations. The system upgrade will be purchased from <br />Intrado (WEST) . The County has secured financing with BB &T Governmental <br />Finance. The upgrade will be financed at the cost of $283,642.15 at a 1.77 <br />percent interest rate. Principal and interest payments will be paid semi- <br />annually beginning January 2017 and ending July 2021. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved a Resolution Approving Financing <br />Terms for a five -year financing agreement with BB &T Governmental Finance, and <br />authorized the County Manager to execute the financing agreement on behalf of <br />Cabarrus County, subject to review or revisions by the County Attorney. <br />Date:7 /18/2016 Amount: $321,428.0C <br />Dept. The 911 system upgrade will be financed over a five year term with BB &T. The County hereby determines to finance the Project through Branch <br />Banking and Trust Company ( "BB &T "), in accordance with the proposal dated July <br />7, 2016. The amount financed shall not exceed $283,642.15, the interest rate <br />shall not exceed 1.77% and the financing term shall not exceed five (5) years <br />from closing. <br />2. All financing contracts and all related documents for the closing of <br />the financing (the "Financing Documents ") shall be consistent with the <br />foregoing terms. All officers and employees of the County are hereby authorized <br />and directed to execute and deliver any Financing Documents, and to take all <br />such further action as they may consider necessary or desirable, to carry out <br />the financing of the Project as contemplated by the proposal and this <br />resolution. <br />3. The Finance Officer is hereby authorized and directed to hold executed <br />copies of the Financing Documents until the conditions for the delivery of the <br />Financing Documents have been completed to such officer's satisfaction. The <br />Finance officer is authorized to approve changes to any Financing Documents <br />previously signed by County officers or employees, provided that such changes <br />shall not substantially alter the intent of such documents or certificates from <br />the intent expressed in the forms executed by such officers.
