July 18, 2016 (Regular Meeting) <br />Page 2834 <br />Documents shall be in such final forms as the Finance Officer shall approve, <br />with the Finance Officer's release of any Financing Document for delivery <br />constituting conclusive evidence of such officer's final approval of the <br />Document's final form. <br />4. The County shall not take or omit to take any action the taking or <br />omission of which shall cause its interest payments on this financing to be <br />includable in the gross income for federal income tax purposes of the registered <br />owners of the interest payment obligations. <br />5. The County intends that the adoption of this resolution will be a <br />declaration of the County's official intent to reimburse expenditures for the <br />project that is to be financed from the proceeds of the BB &T financing described <br />above. The County intends that funds that have been advanced, or that may be <br />advanced, from the County's general fund, or any other County fund related to <br />the project, for project costs may be reimbursed from the financing proceeds. <br />6. All prior actions of County officers in furtherance of the purposes <br />of this resolution are hereby ratified, approved and confirmed. All other <br />resolutions (or parts thereof) in conflict with this resolution are hereby <br />repealed, to the extent of the conflict. Smit, Clerk to the Board <br />(F -8) Tax Administration - Refund and Release Report - June 2016 <br />Release report contains taxpayers' names, bill numbers, valuations, tax <br />amounts, along with the justifications for releasing the valuation /tax amounts <br />for outstanding levies in accordance with N.C.G.S. 105 -381. Refund report is <br />a summary sheet which lists data from each refund request form, along with the <br />justification for the refunds to the taxpayers in accordance with N.C.G.S_ 105- <br />381. <br />Note: Due to the transition of motor vehicles onto the new North Carolina <br />Vehicle Tax System (NCVTS), motor vehicle- related refunds and releases will <br />begin to be displayed on the new report generated by NCVTS. <br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board approved the June 2016 Refund - Release report <br />as submitted, including the NCVTS Refund Report, and granted authority to the <br />Tax Collector to process the refunds and releases. The report is hereby <br />incorporated into the minutes by reference and is on file with the Clerk to the <br />Board. <br />(F -9) Tax Administration - Tax Collector's Annual Settlement and Order <br />Authorizing Collection of FY 2016 -2017 Taxes <br />The Tax Collector is required by NCGS 105 -373 to give an annual settlement <br />on current and delinquent taxes to the governing body for review and approval. <br />The settlement of fiscal year 2015 -2016 is attached. This report contains real, <br />personal and motor vehicle delinquent taxes unpaid for the fiscal year. These <br />lists are recharged to the Tax Collector for collection.
