<br />Chairman Morris opened the public hearing at 6:39 p.m. The Public Hearing
<br />Notice was posted on the County's website ( www.cabarrus county. us ) on July 7,
<br />2016 in accordance with Article 2, Administration, Section 2.1 (Use of
<br />Electronic Means to Provide Public Notices) of the Cabarrus County Code of
<br />Ordinances.
<br />There was no one present to address the Board; therefore, Chairman Morris
<br />closed the public hearing.
<br />Commissioner Shue MOVED to approve an Economic Development Investment
<br />Agreement (3 years, 85 percent) between Project Hornet (ISE Enterprises, Inc.)
<br />and Cabarrus County, and to authorize the County Manager to execute the Agreement
<br />on behalf of the Board, subject to review or revision by the County Attorney.
<br />Commissioner Mynatt seconded the motion.
<br />Following a brief discussion, the MOTION unanimously carried.
<br />(G -2) GCS - Funding Request for 108 Acres on Weddington Road
<br />Tim Lowder, Executive Director of Operations, Cabarrus County Schools
<br />(CCS), requested funding for the purchase of 108 acres on Weddington Road (five
<br />tracts owned by two owners) in the amount of $4.6 million. According to N.C.G.S.
<br />115C- 426(f) , a school board may not execute a contract to purchase a site or
<br />make any expenditure for it without the county commissioner's approval as to
<br />the amount to be spent on the site. He also responded to questions from the
<br />Board.
<br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and
<br />unanimously carried, the Board approved the purchase of 108 acres on Weddington
<br />Road in the amount of $4,600,000.00.
<br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES
<br />(H -1) Appointments - Library Board of Trustees
<br />Mr. Richard Bovard (Midland representative) was appointed by the Board of
<br />County Commissioners in 2015 to fill an unexpired term, and is eligible for
<br />reappointment. Mr. Bovard's reappointment is recommended by Emery Ortiz,
<br />Library Director.
<br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Poole and
<br />unanimously carried, the Board reappointed Richard Bovard to the Library Board
<br />of Trustees as the Midland representative for a three -year term ending July 31,
<br />2019.
<br />(H -2) Appointments - Region F Aging Advisory Committee
<br />Ted Drain and Carol Vogt serve on the Region F Aging Advisory Committee
<br />and have terms that expired on June 30, 2016. An application has also been
<br />received from Tom Kurzel. A recommendation letter from the Home and Community
<br />Care Block Grant Committee is attached, recommending Tom Kurzel (as delegate)
<br />and Ted Drain (as alternate) for appointment /reappointment to the Region F Aging
<br />Advisory Committee.
<br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and
<br />unanimously carried, the board removed Carol Vogt from the Region F Aging
<br />Advisory Committee roster and thanked her for her many years of service.
<br />UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue and
<br />unanimously carried, the Board appointed Tom Kurzel to the Region F Aging
<br />Advisory Committee as a "delegate" representative for a two -year term expiring
<br />June 30, 2018. By the same vote, the Board reappointed Ted Drain to the Region
<br />F Aging Advisory Committee as an "alternate" representative for a two -year term
<br />expiring June 3C, 2018; including an exception to the "length of service"
<br />provision of the Appointment Policy.
