September 19, 2015 (Regular Meeting) Page 2878 <br />The adopted sign policy is as follows: <br />Policy and Procedures for Adding Tributes to Cabarrus County North Carolina <br />Department of Transportation (NCDOT) Signs <br />Pursuant to NCDOT regulations, the Cabarrus County Board of Commissioners may <br />add tribute signage to NCDOT signs in Cabarrus County. The following are the <br />policy and procedures approved by the Cabarrus County Board of Commissioners <br />for tribute sign naming. The County will apply this policy and procedures only <br />in accordance with NCDOT policies and procedures. <br />In this policy, unless otherwise provided, the following terms will have the <br />indicated meanings: <br />1) "Board" shall mean the Cabarrus County Board of Commissioners <br />2) "NCDOT" shall mean the North Carolina Department of Transportation <br />I. Criteria for Tribute. In order to have a tribute sign named in honor <br />of an individual or group, that individual or members of the group: <br />a. Must be living, or be deceased for a year or longer. <br />b. Must not be currently serving or pursuing a term as an elected <br />official (local, state or federal). <br />c. Must be or have been a Cabarrus County (NC) resident or have some <br />significant tie to Cabarrus County. <br />d. Must have made notable local, state, and /or national contributions <br />and /or have significant accomplishments. <br />e. Must not already have another state or municipality- maintained <br />road, bridge, ferry or tribute sign named for him /her or the group. <br />The Board will not name more than one sign for the same individual. <br />Requests for duplicate family members will be reviewed on case -by- <br />case basis. <br />f. Must have strong local support with regard to the tribute sign <br />honor. <br />g. Must have the support of the family with regard to the tribute sign <br />honor. <br />II. Process for Tribute Sign Naming Requests <br />a. <br />Requesting party completes tribute sign naming application form <br />and submits it to the Clerk to the Board. <br />b. <br />County staff reviews the application and notifies the applicant of <br />the result of the review. If the request does not meet basic <br />qualifications, it will not proceed. If the request does meet basic <br />qualifications, the County will notify the applicant of next steps <br />(Items c -f below). <br />c. <br />Requesting party will draft a resolution (It is the responsibility <br />of the applicant to work directly with the County to obtain the <br />necessary resolution for submittal to the Board.) The resolution <br />should specify what sign is to be named and who is to be honored, <br />but not what name should appear on the sign. This will be determined <br />by the County apart from the resolution, consistent with the <br />parameters spelled out in Section III.a of this policy. <br />d. <br />The proposed resolution, along with all required supporting <br />documentation (application, a minimum of three recommendation <br />letters and an indication of family support pursuant to Section <br />III) are forwarded to the Clerk to the Board. <br />e. <br />Once all materials are received, staff will review the request to <br />assure that all criteria are met. If so, staff will place the <br />matter on the Board's next agenda for its review and for a public <br />hearing. <br />f. <br />The requesting party must review and approve the revised <br />application and present it to the County staff. <br />g. <br />If the staff considers the application ready for submission to the <br />Board: <br />i. A naming request reviewed and recommended by the staff will <br />be "held" and publicized on the County website for at least <br />one month before being considered by the Board. <br />ii. The staff drafts a resolution for vote by the Board. The Board <br />resolution will specify what sign is to be named, who is to <br />be honored, and what name(s) should appear on the sign. The <br />Board has final authority regarding sign design. <br />iii. The Board will take public comment on the requested naming. <br />The Board must approve by a simple majority. <br />h. <br />If /when the Board approves the requested naming: <br />i. The County will create the approved sign and, if needed, will <br />notify NCDOT concerning the placement. <br />ii. Signs are installed according to NCDOT regulation. <br />
