November 21, 2016 (Regular Meeting) Page 2948 <br /> Alan Thompson, Emergency Medical Services (EMS) Director, spoke briefly <br /> on the opportunity to assist others in need. <br /> Ben Rose, Human Services Director, and Diane Gridley, Economic Services <br /> Program Administrator, spoke briefly regarding the opportunity to assist others <br /> in a different area of the State. <br /> Lastly, Mr. Downs recognized Chi for their assistance with the Stuff the <br /> Bus project and thanked all who participated. <br /> Chairman Morris and Commissioner Shue expressed appreciation for all <br /> involved. <br /> (C-6) EMS - First Place Carolina Competition <br /> Alan Thompson, Emergency Medical Services (EMS) Director, recognized a <br /> Cabarrus County EMS team, Captains Will Cannon and Jonathan Maulden, who took <br /> top honors at the Carolina Paramedic Competition in Greenville, South Carolina <br /> on October 15th. Mr. Thompson stated the team won the two-day event, a <br /> competition that pitted the best teams from North and South Carolina in a format <br /> of complex patient care scenarios. <br /> (C-7) EMS - Recognition of NCOEMS Regional Competition Win <br /> Alan Thompson, Emergency Medical Services (EMS) Director, recognized the <br /> Cabarrus County Emergency Medical Services (EMS) paramedic team, Captains Justin <br /> Brines and Will Cannon, who won the regional preliminaries for the 2016 North <br /> Carolina Office of EMS (NCOEMS) State Paramedic Competition on July 15th in <br /> Dallas, North Carolina. <br /> Chairman Morris commended Captains Maulden, Brines and Cannon for their <br /> accomplishments. <br /> (C-8) Presentation - CVB <br /> Donna Carpenter, CVB (Cabarrus County Convention and Visitors Bureau) <br /> President and CEO, and John Mills, CVB Executive Vice President, honored <br /> Commissioner Poole for her three years of service on the Cabarrus County Tourism <br /> Authority by presenting her with the official helmet of the CVB. <br /> Commissioner Poole accepted the helmet and provided comments regarding <br /> the importance of tourism to the County. <br /> (D) INFORMAL COMMENTS <br /> Chairman Morris opened the meeting for Informal Public Comments at 7 :14 <br /> p.m. He stated each speaker would be limited to three minutes. <br /> Janelle Gringrich-Caudle, resident of 3985 Rose Cottage Lane in Harrisburg <br /> and Good Samaritan Society Founder and President, spoke regarding Animal Shelter <br /> policies and the relationship between shelter employees and rescue groups. <br /> Evelyn Miller, resident of 7334 Mt. Olive Road in Concord, congratulated <br /> Chairman Morris and Commissioner Poole on their re-election to the Board. <br /> With there being no one else to address the Board, Chairman Morris closed <br /> that portion of the meeting. <br /> (E) OLD BUSINESS <br /> None. <br /> (F) CONSENT <br /> (F-1) Active Living and Parks - 2017 Fees and Charges Policy <br /> Each year Active Living and Parks reviews the Fees and Charges Policy, <br /> presents it to the Active Living and Parks Commission and Senior Centers <br /> Advisory Council, and then recommends changes to the Board of Commissioners. <br /> Documents provided reflected the proposed changes to the Fees and Charges <br /> Policy and included a summary of the requested changes. These items are <br /> addressed during this time of year so they can be in place in January for the <br /> entire calendar year (since a fiscal year approval would split some of the <br /> sports and activity seasons) . <br />
