Proposed modification to #8 Bed and Breakfast, clarification to definition in Chapter 2. • TEXT2017-00003-Chapter 8, Conditional Uses. Proposed changes to standards for #21 Reception Facilities, correct typo related to vote requirement for conditional use permit to be issued, proposed change to cell tower standards to allow the company that constructs the tower to bond the overall tower for expected build out. • TEXT2017-00004-Chapter 7, Permitted Based on Standards. Consider adding new type of use called Permanent Temporary Event Facility to Chapter 7, Chapter 2 Rules of Construction and Definitions, and Chapter 3 Establishment of Zones. Deletions are in strikeout text. Additions and corrections are in red text. In addition, Ms. Morris advised the changes requested by the Board at the May 1, 2017 Work Session have been included. She requested the Boards' consideration to approve the proposed amendments. She stated a public hearing is required as part of consideration of the proposed amendments. Chairman Morris opened the Public Hearing at 7:07 p.m. The Public Hearing Notice was published on May 3 and 10, 2017 in The Independent Tribune. The Public Hearing Notice was also posted on the County' s website (www.cabarruscounty.us) on May 3, 2017 in accordance with Article 2, Administration, Section 2. 1 (Use of Electronic Means to Provide Public Notices) of the Cabarrus County Code of Ordinances. There was no one present to address the Board. However, Richard Koch, County Attorney, interjected on behalf of certain attorneys and citizens involved in the matter who were unable to attend. He advised those individuals requested Text Amendment TEXT2017-00004 be tabled until the August, 2017 Board meeting to allow their attendance and to address the Board regarding this proposed amendment. Chairman Morris then closed the public hearing on Text Amendments TEXT 2017-00001, TEXT2017-00002 and TEXT2017-00003. Vice Chairman Honeycutt MOVED to adopt the proposed text amendments TEXT2017-00001, 00002 and 00003. Commissioner Shue seconded the motion. A discussion ensued. During discussion, Mr. Koch and Ms. Morris responded to questions from the Board. The MOTION unanimously carried. By consensus, TEXT2017-00004 was tabled to the August 21, 2017 regular meeting and the public hearing was left open to hear comments on TEXT2017-00004 until that date.
