Additional projects <br /> are on schedule to begin during the next year. <br /> 8. The County will take on additional debt service for the <br /> construction of the new high school, a Performance Learning <br /> Center, a warehouse, and downtown Concord parking deck. <br /> 9. The Board of Commissioners has created a Mental Health Advisory <br /> Board. As issues surrounding mental health continue to increase <br /> in our community and throughout the nation, the need for <br /> additional services has become apparent. We are investigating <br /> strategies that we hope to implement during FY18. This has become <br /> a countywide initiative with participation from representatives <br /> of public, private, and non-profit agencies. Through the <br /> Stepping Up program, the Board of Commissioners will move forward <br /> with efforts to improve detection of and identify appropriate <br /> management strategies for mental health concerns among the <br /> County' s detention center population. <br /> Cabarrus County and all of its municipalities continue to trend in <br /> a very positive direction. Our elected officials throughout the <br /> county and their staffs must continue their collaborative efforts <br /> to keep up with our growing community and the demands for <br /> exceptional programs and efficient services. <br /> Our emphasis on economic development must continue to move forward. <br /> This emphasis is important as we strive for an increased tax base <br /> and many more quality jobs that will have above average salaries to <br /> improve the lives of those who call Cabarrus County home. The <br /> additional revenues realized from economic development assist in <br /> meeting the capital and operational needs of our County Government. <br /> These funds will maintain normal County programs and services, as <br /> well as meet expectations to continually improve and expand our <br /> ability to support important investments in our community. These <br /> include providing state-of-the-art public safety services; engaging <br /> and accessible library services; beautiful parks for our <br /> recreation, personal fitness, and environmental open space; quality <br /> schools and teachers; and quality, friendly human services for those <br /> times in our lives when we, or someone we know, are most vulnerable. <br /> All of which will improve our county, enhance the place we call <br /> home, and attract businesses that want to locate to a place their <br /> employees can live and their families thrive. <br /> In closing, I would like thank the Board of Commissioners for their <br /> leadership throughout our county, region, and state. Cabarrus <br /> County is recognized as a leader in many ways. It is because of <br /> your willingness to lead and your support of our employees through <br /> financial resources that Cabarrus County can use creativity and <br /> innovation to provide the very best public services. <br /> I also want to commend all of our County employees for another great <br /> year in which they worked hard to support the goals and objectives <br /> of the commissioners and provide support to the citizens of the <br /> county. <br /> I want to specifically thank Kristin Jones, Senior Budget Analyst; <br /> Pam Dubois, Senior Deputy County Manager; Susan Fearrington, <br /> Finance Director; Jonathan Marshall, Deputy County Manager; Becky <br /> Crabtree, Accountant; And Lundee Covington, Human Resources <br /> Director. They have all worked extra hard on this year's budget. <br /> Chairman Morris announced the proposed budget will be posted on the <br /> website tonight and budget workshops will be held in the Multipurpose Room at <br /> the Governmental Center on May 23 and May 25, 2017 beginning at 4 : 00 p.m. He <br /> stated the meetings are open to the public and encouraged the public to attend. <br /> The proposed budget will be filed in the office of the clerk and will be <br /> available for public inspection at the Cabarrus County Governmental Center <br /> during regular business hours. <br /> Commissioner Shue commented on the budget, noting the decrease in this <br /> and last year' s budgets. He also expressed appreciation to county management <br /> and staff who participated with the proposed budget. <br />
