June 19, 2017 (Regular Meeting) Page 3211 <br /> Jonathan Marshall, Deputy County Manager, reported the Cabarrus County <br /> Board of Education (CCBOE) has determined the district wishes to sell the Long <br /> School property and buildings and has received an offer to purchase. He stated <br /> the CCBOE is required to offer first right of refusal of the property to the <br /> Board of Commissioners. Should the Board choose not to purchase the property, <br /> the CCBOE may pursue sale of the property to a third party. He further stated <br /> the County has no need for the property. <br /> UPON MOTION of Commissioner Shue, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board moved to respond to the Cabarrus County Board of <br /> Education that the County does not wish to obtain the Long School property. <br /> (H) APPOINTMENTS TO BOARDS AND COMMITTEES <br /> (H-1) Appointments and Removals - Active Living and Parks Commission <br /> It is requested to remove Kevin Bryant from the Active Living and Parks <br /> Commission roster, due to his resignation from a term that expires January 31, <br /> 2018. <br /> UPON MOTION of Vice Chairman Honeycutt, seconded by Commissioner Shue <br /> unanimously carried, the Board removed Kevin Bryant from the Active Living and <br /> Parks Commission roster and thanked him for his service. <br /> There was discussion regarding qualified applicants for the vacant Concord <br /> Planning Area Representative position. <br /> UPON MOTION of Chairman Morris, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board tabled the appointment of the Concord <br /> representative for the July 17, 2017 regular meeting. <br /> (H-2) Appointments - Board of Equalization and Review <br /> Keith Troutman and Helen McInnis currently serve on the Board of <br /> Equalization and Review and have terms expiring June 30, 2017. Both have <br /> indicated they are willing to serve another term. Mr. Troutman has served on <br /> this board since 2011. An exception to the "length of service" provision of <br /> the Appointment Policy will be needed for him. <br /> UPON MOTION of Chairman Morris, seconded by Commissioner Kiger and <br /> unanimously carried, the Board reappointed Keith Troutman and Helen McInnis to <br /> the Board of Equalization and Review for three-year terms ending on June 30, <br /> 2020; including an exception to the "length of service" provision of the <br /> Appointment Policy for Mr. Troutman. <br /> (H-3) Appointments - Cabarrus County Tourism Authority <br /> The Cabarrus County' Tourism Authority Board of Directors has 4 seats that <br /> need to be appointed for the term commencing July 1, 2017 and expiring on June <br /> 30, 2020. The nominating group and their nominees are as follows: <br /> - Cabarrus County - Seat #1 - Pamela Dubois* <br /> - Cabarrus Regional Chamber of Commerce - Seat #3 - Patricia Horton <br /> - Cabarrus County Tourism Authority - Seat #2 - Tim Hagler* <br /> - Cabarrus County Tourism Authority - Seat 410 - Emily Zimmerman <br /> *Reappointment <br /> Ms. Zimmerman is a Mecklenburg County resident and an exception to the <br /> "residency" provision of the Appointment Policy will be needed for her. <br /> In addition, in order to align with current Cabarrus County Tourism <br /> Authority legislation and by-laws, the CVB Board of Directors requests the <br /> transfer of Angie Brown from Seat #5 to Seat #11 and the transfer of Jennifer <br /> Parsley from Seat #11 to Seat #5. Their term expirations would remain June 30, <br /> 2018. <br /> UPON MOTION of Chairman Morris, seconded by Vice Chairman Honeycutt and <br /> unanimously carried, the Board appointed Patricia Horton (Seat #3) and Emily <br /> Zimmerman (Seat #10) to the Cabarrus County Tourism Authority for three-year <br /> terms ending June 30, 2020; including an exception to the "residency" provision <br /> of the Appointment Policy for Ms. Zimmerman. <br />
