February 15, 2015 (Regular Meeting) Page 2285 <br />(C -2) Planning and Development - Soil and Water Conservation District -- <br />Recognition of Contestants in the NCASWCD Annual Conservation Education <br />Competition <br />Note: This item was moved to the March Agenda. <br />(C -3) Sheriff's Office - Recognition Upon Receipt of Awards from the <br />D.A.R.E_ Association <br />Sheriff Brad Riley and Deputy Keith Drake were both recognized for <br />receiving awards at the 2015 D.A.R.E. (Drug Abuse Resistance Education) <br />Officer's Association Conference. Sheriff Riley was awarded the Glen Mowrey <br />Law Enforcement Executive of the Year Award. Deputy Drake was awarded the <br />Ralph Robinson Officer of the Year Award, a peer - nominated designation to <br />recognize officers who demonstrate involvement in the D.A.R.E. program in the <br />education of children. <br />Chairman Morris commended them for their achievements. <br />(C -4) BOC - NCACC Video Update <br />At the request of the North Carolina Association of County <br />Commissioners (NCACC), the Board viewed a NCACC video update. <br />(D) INFORMAL COMMENTS <br />Chairman Morris opened the meeting for Informal Public Comments at 6:46 <br />p.m. He stated each speaker would be limited to three minutes. <br />With there being no one to address the Board, Chairman Morris closed <br />that portion of the meeting. <br />(E) OLD BUSINESS <br />None. <br />(F) CONSENT <br />(F -1) Active Living and Parks - Revision to Commission By -Laws <br />The Active Living and Parks Commission voted unanimously on January 15, <br />2015 to recommend membership changes to its Commission By -Laws. The attached <br />document reflects the proposed changes. <br />The proposed changes are as follows: <br />Article IV <br />Membership of Commission <br />Section 4. A member from each School Board of Education is selected by <br />the respective Board and shall serve terms the same as <br />Board of Commission appointed members as shall be voting <br />members on the Commission. <br />Seat 1 - Kannapolis School Board Representative <br />Seat 2 - Cabarrus County School Board Representative <br />Section 5. Each of the following members of the Commission shall be <br />appointed by the Cabarrus County Board of Commissioners to <br />include the following representatives: <br />Seat 3 - Concord Planning Area <br />Seat 4 - Eastern Planning Area <br />Seat 5- Kannapolis Planning Area <br />Seat 6 - Central Planning Area <br />Seat 7 - Midland Planning Area <br />Seat 8 - Northwest Planning Area <br />Seat 9 - Harrisburg Planning Area <br />Seat 10 -At Large Representative <br />Section 6. A member of the Concord Senior Center Advisory Council <br />shall be selected by the Advisory Council to serve terms <br />the same as the Board of Commission appointed members and <br />shall be voting members on the Commission. <br />Seat 11 - Sr. Center Advisory Council <br />
