February 16, 2015 (Regular Meeting) <br />Page 2286 <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the proposed changes to the <br />Active Living and Parks Commission By -laws. <br />(F -2) BOC - Resolution Amending the Cabarrus County Board of Commissioners' <br />Meetina Schedule for Calendar Year 2015 <br />The Board adopted their 2015 meeting schedule on December 15, 2014. It <br />was not determined at that time that the Board would convene with its local <br />legislative delegation for the NCACC- sponsored "Meeting in a Box ". <br />Members of the Board have consulted their schedules, and after <br />receiving responses from local legislators, Friday, March 13 has been <br />selected for the Meeting in a Box. A resolution is attached amending the <br />2015 meeting schedule. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board adopted the following resolution. <br />Resolution No. 2015-03 <br />Resolution Amending the <br />Cabarrus County Board of Commissioners' <br />2015 Meeting Schedule <br />Whereas, on December 15, 2014, the Cabarrus County Board of <br />Commissioners adopted a meeting schedule for calendar year 2015, which sets <br />forth the dates, times and locations of various official county meetings; and <br />Whereas, the Board desires to convene for the NCACC- sponsored meeting, <br />known as "Meeting in a Box ", inviting their local legislative delegation to <br />join them at 9 : 00 a.m. on Friday, March 13, 2015 in the multipurpose room at <br />the Governmental Center in Concord, North Carolina; <br />Now, therefore be it resolved, the Cabarrus County Board of <br />Commissioners hereby amends its 2015 Meeting Schedule as follows:. <br />The Board of Commissioners will hold the "Meeting in a Box" at 9:010 <br />a.m. on March 13, 2015 at the Governmental Center in Concord, North Carolina. <br />Adopted this the 16th day of February, 2015. <br />/s/ Stephen M. Lomax Incubator _Farm Funding Request <br />Carolina Farm Stewardship Association (CFSA) assumed operations of the <br />Elma C. Lomax Farm after it was eliminated from the County budget, effective <br />July 1, 2014. Cabarrus County entered into a temporary agreement with CFSA <br />to operate the farm, effective through December 31, 2014. At the December <br />BCC meeting, the Board elected to extend the temporary agreement until <br />December 31, 2015 in order to give CFSA more time to resolve funding and <br />management issues related to the farm. <br />CFSA is requesting the County's provision of $25,000.00 from the <br />deferred tax fund as a match for the more than $26,000.00 raised in the Barn <br />Raiser funding campaign. The combined funding from the Barn Raiser and <br />Cabarrus County would provide funding until June 30, 2015. This will allow <br />time for CFSA to make applications for grants to help with operational costs. <br />Due to timing, applying for grant funding for this year was not feasible. <br />Finally, Rowan Cabarrus Community College (RCCC) will be offering instruction <br />at the farm in 2015. RCCC has filed paperwork to make the farm part of the <br />official teaching location (campus). CFSA has submitted a memo and a budget, <br />both of which are attached. <br />The Elma C. Lomax Farm impacts the community by providing agricultural <br />education to Cabarrus County residents and food for hunger relief programs <br />through the community garden. <br />
