May 28, 2015 (Budget Meeting) Page 2419 <br />second part of the plan will increase staffing levels by adding a second shift <br />position to decrease response time. <br />A discussion ensued. During discussion, Chief Morgan and Fire Marshal <br />Langer also responded to a variety of questions from the Board. Allen VFD <br />Board President, Mike Faggart was also in attendance. <br />East Gold Hill Volunteer Fire Department <br />Fire Marshal Steve Langer, reported the East Gold Hill Volunteer Fire <br />Department (VFD) is requesting a 2 -cent increase, bringing their fire district <br />tax rate to 8 cents, and generating an additional $8,000.00 on the tax rate. <br />Chad Earnhardt, Fire Chief, East Gold Hill VFD, presented a request for <br />a 2 -cent increase for the East Gold Hill VFD. He advised the increase for <br />FY16 would be used to purchase a new pump truck within the next couple of <br />years and purchase new SCBA breathing air packs. <br />Charles Miller, Board President, East Gold Hill VFD, stated their <br />district covers areas in both Rowan and Cabarrus counties. He advised the <br />intention is for district residents to pay the same rate regardless of their <br />county of residence. <br />Chief Earnhardt stated the department is currently in the process of <br />improving their ISO (Insurance Services Office) rating. <br />A discussion ensued. During discussion, Chief Earnhardt and Fire <br />Marshal Langer responded to a variety of questions from the Board. <br />Harrisburg Fire Department <br />Fire Marshal Steve Langer, reported the Harrisburg Fire Department is <br />requesting a 2 -cent increase, bringing their fire district tax rate to 13.15 <br />cents, and generating an additional $114,000.00 on the tax rate. <br />Mike Rose, Harrisburg Town Administrator, supported his request for a 2- <br />cent increase for the unincorporated Harrisburg Fire District. He announced <br />Station 3 is underway. He advised a 2 -cent tax increase has been approved by <br />the Town for the incorporated tax district. He stated the increase will help <br />fund staffing and equipment for the new fire station. <br />A discussion ensued. During discussion, Bryan Dunn, Fire Chief, <br />Harrisburg Fire Department, and Mr. Rose responded to questions from the <br />Board_ <br />Flowes Store Volunteer Fire Department <br />Fire Marshal Steve Langer, reported the Flowe Store Volunteer Fire <br />Department (VFD) is requesting a .4 -cent increase, bringing their fire <br />district tax rate to 5 cents, and generating an additional $17,000.00 on the <br />tax rate. <br />Ken Nichols, Flowes Store VFD Board President, presented a request for a <br />.4 -cent increase for the Flowes Store VFD. He advised the increase for FY16 <br />would be used to improve staffing for the Department. <br />A discussion ensued. During discussion, Artie Craig, Fire Chief, Flowes <br />Store Volunteer Fire Department (VFD), Fire Marshal Langer, and Mr. Nichols <br />responded to questions from the Board. <br />Mount Pleasant Volunteer Fire Department <br />Fire Marshal Steve Langer, reported the Mount Pleasant Volunteer Fire <br />Department (VFD) is requesting a 2 -cent increase, bringing their fire district <br />tax rate to 10.3 cents, and generating an additional $75,000.00 on the tax <br />rate. <br />Randy Holloway, Mount Pleasant Town Administrator, presented a request <br />for a 2 -cent increase for the Mount Pleasant VFD. He advised the increase for <br />FY16 would be used to start building a capital reserve account for the Fire <br />Department for their future fire station addition and renovations. <br />A discussion ensued.
