June 15, 2015 (Regular Meeting) Page 2474 <br />Hunter Moore has submitted a new application for the JCPC. He would <br />like to continue to serve on this Council. At its May 20th meeting, the JCPC <br />voted to recommend he be appointed to fill the "At- large" position vacated by <br />Ms. Ramseur. <br />David Zienka has served as the "Police Chief (designee)" representative <br />since October 2012. He is willing to serve as an "At- large " representative. <br />The JCPC voted tc recommend David Zienka be appointed to the JCPC as an "At- <br />large" representative to complete the unexpired term being vacated by Edie <br />Moss ending June 30, 2016; and to appoint Kannapolis Police Chief Woody <br />Chavis to the JCPC as the "Police Chief" representative to complete the <br />unexpired term ending September 30, 2015. <br />An application to serve on the JCPC has been received from Benjamin <br />Baucom. The JCPC voted to recommend he be appointed to the JCPC as the <br />"Juvenile Defense Attorney" representative. This position has been vacant <br />for several years. <br />The terms of appointment for Katherine Fitzgerald "Substance Abuse <br />Professional ", Judge Brent Cloninger "Chief District Court Judge (designee) ", <br />Carolyn Carpenter "Rep. United Way /Other Non - Profit" and Connie Philbeck "At- <br />large" end June 30, 2015. All are willing to serve another term. Ms. <br />Carpenter has served on the JCPC since November 2006. An exception to the <br />"length of service" provision of the Appointment Policy will be needed for <br />her. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Mynatt and <br />unanimously carried, the Board removed Marie Ramseur and Edie Moss from the <br />JCPC roster and thanked them for their many years of service. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board removed Hunter Moore and Cameron McKnight from <br />the JCPC roster and thanked them for their service. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board reappointed Connie Philbeck to the JCPC <br />for a two -year term ending June 30, 2017. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board removed David Zienka from the "Chief of <br />Police" position on the JCPC roster and appointed him to complete an <br />unexpired term as an "At- large" representative ending June 30, 2016. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board appointed Woody Chavis to the JCPC to fill <br />the "Police Chief" position for an unexpired term ending September 30, 2015. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board appointed Benjamin Baucom to the JCPC as <br />the "Juvenile Defense Attorney" representative for a two -year term ending <br />June 30, 2017. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Mynatt <br />and unanimously carried, the Board reappointed Katherine Fitzgerald <br />"Substance Abuse Professional ", judge Brent Cloninger "Chief District Court <br />Judge (designee) ", and Carolyn Carpenter "Rep. United Way /Other Non - Profit" <br />to the JCPC for two -year terms ending June 30, 2017; including an exceptions <br />to the "length of service" provision of the Appointment Policy for Ms. <br />Carpenter. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board appointed Hunter Moore to the JCPC to <br />complete an unexpired term as an "At- large" representative ending September <br />30, 2015. <br />(H -8) Appointments (Removal) - Nursing Home Community Advisory Committee <br />The Regional Ombudsman, requests the removal of Scott Wilson from the <br />Nursing Home Community Advisory Committee due to failure to complete required <br />orientation and training. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board removed Scott Wilson from the Nursing Home <br />Community Advisory Committee roster as requested by the Regional Ombudsman. <br />(H -9) Appointments - Public Health Authority of Cabarrus Couh!iy <br />
