August 17, 2015 (Regular Meeting) Page 2520 <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the bid award and authorize the <br />County Manager to execute the contracts between Cabarrus County and Hilbish <br />Ford and Cloninger Ford Toyota Scion, subject to review or revision by the <br />County Attorney. <br />(F -11) Sheriff's Office - New Radio Consoles for Sheriff's Office <br />Communications Back -up Center <br />The Sheriff's Office currently has a back -up communications center <br />located at the Department of Human Services. This center is maintained in <br />case of failure at the main communications center located at the Sheriff's <br />Office. At this time, the back -up center only has mobile radios for use by <br />the telecommunicators with no paging capabilities. <br />New consoles would give the capability to page /dispatch Law <br />Enforcement, EMS, and Fire to emergency calls in the same way it is done from <br />the main communications center. Four consoles are needed for the back -up <br />site. These four consoles would cost $195,810 and could be purchased from <br />Motorola using 911 funds. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the purchase of four (4) radio <br />consoles from Motorola for a total of $195,810.00 to be used at the Sheriff's <br />Office back -up communications center. <br />Date :7 /20/2015 Amount:$195,810.00 <br />Dept. Refund <br />report is a summary sheet which lists data from each refund request form, <br />along with the justification for the refunds to the taxpayers in accordance <br />with N.C.G.S. 105 -381. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board approved the July 2015 Release - Refund Report <br />as submitted and granted authority to the Tax Collector to process the <br />refunds and releases. The report is hereby incorporated into the minutes by <br />reference and is on file with the Clerk to the Board. <br />(G) NEW BUSINESS <br />(G -1) Human Services - Approval to Submit 5310 Transportation Grant <br />Application - Public Hearing 6:30 P.M. <br />Chairman Morris opened the public hearing at 6:49 p.m. The Public <br />Hearing Notice was published in English and Spanish on August 5, 2015 in The <br />Independent Tribune. The Public Hearing Notice was also posted on the <br />County's website ( www.cabarruscounty.us ) on August 5, 2015 in accordance with <br />Article 2, Administration, Section 2.1 (Use of Electronic Means to Provide <br />Public Notices) of the Cabarrus County Code of Ordinances. <br />There was no one present to address the Board; therefore Chairman <br />Morris closed the public hearing. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board approved the 5310 grant application to the <br />City of Concord. <br />(G -2) Planning and Development - HOME Program Consolidated Annual <br />Performance and Evaluation Report (CAPER) - Public Hearing 6 :30 P.M. <br />Kelly Sifford, Planning and Development Director, stated, as part of <br />participation in the Cabarrus /Iredell /Rowan HOME Consortium, staff is <br />required to file a CAPER (federal report) on activities for the gran and hold <br />
