September 21, 2015 (Regular Meeting) Page 2551 <br />The following Juvenile Crime Prevention Council (JCPC) members' terms <br />expire September 30, 2015: Woody Chavis, "Police Chief"; Jane Cauthen, "DSS <br />Director /Designee "; Susan Fearrington, "County Manager /Designee "; Steven <br />Ayers, "Member of Faith Community "; Mark Boles, "Member of Business <br />Community "; Sonja Bohannon - Thacker, "Local Health Director /Designee"; Troy <br />Barnhardt, "At- large "; and Marta Meares, "At- large ". <br />All are willing to serve another term. Ms. Cauthen has served since <br />2005, Mr. Barnhardt has served since 2001 and Ms. Meares has served since <br />2009. An exception to the "length of service" provision of the Appointment <br />policy will be needed for them. Woody Chavis is a resident of Rowan County. <br />An exception to the "residency" provision of the Appointment Policy will be <br />needed for him. <br />UPON MOTION of Commissioner Mynatt, seconded by Commissioner Shue and <br />unanimously carried, the Board reappointed Woody Chavis, "Police Chief "; Jane <br />Cauthen, "DSS Director /Designee "; Susan Fearrington, "County <br />Manager /Designee "; Steven Ayers, "Member of Faith Community "; Mark Boles, <br />"Member of Business Community "; Sonja Bohannon- Thacker, "Local Health <br />Director /Designee "; Troy Barnhardt, "At- large "; and Marta Meares, "At- large" <br />to the Juvenile Crime Prevention Council for two -year terms ending September <br />30, 2017; including an exception to the "length of service" provision of the <br />Appointment Policy for Ms. Cauthen, Mr. Barnhardt and Ms. Meares and an <br />exception to the "residency" provision of the Appointment Policy for Mr. <br />Chavis. <br />A discussion ensued regarding meeting hours and vacant student <br />positions. <br />(H -3) Appointments - Library Board of Trustees <br />An application has been received from Mr. Richard Bovard, Midland <br />resident, to represent Midland on the Library Board of Trustees. If <br />appointed, Mr. Bovard would serve the remainder of an unexpired term for <br />approximately one year. <br />UPON MOTION of Chairman Morris, seconded by Commissioner Honeycutt and <br />unanimously carried, the Board appointed Richard Bovard to the Library Board <br />of Trustees to complete an unexpired term ending July 31, 2016 as the <br />"Midland" representative. <br />(H -4) Appointments - Transportation Advisory Board <br />An application has been received from Mitchell Burris to serve on the <br />Transportation Advisory Board. He is an officer with the Kannapolis Police <br />Department and is eligible to serve as the "Law Enforcement" representative. <br />UPON MOTION of Commissioner Shue, seconded by Commissioner Honeycutt <br />and unanimously carried, the Board appointed Mitchell Burris to the <br />Transportation Advisory Board as a "Law Enforcement " representative for a <br />three -year term ending June 3C, 2018. <br />(H -5) Animal Protection Advisory Board Commissioner Liaison <br />At the August regular meeting, the Board of Commissioners established <br />the Cabarrus County Animal Protection Advisory Board. Commissioners are <br />liaisons to numerous boards and committees throughout the County, and were <br />represented on the former board, APPAC (Animal Protection and Preservation <br />Advisory Committee) . Since APPAL was dissolved and the Animal Protection <br />Advisory Board has taken its place, the appointment of a commissioner liaison <br />is requested. <br />Chairman Morris advised Commissioner Mynatt has indicated she is <br />willing to serve on this board. <br />UPON MOTION of Commissioner Honeycutt, seconded by Commissioner Shue <br />and unanimously carried, the Board appointed Commissioner Mynatt to serve on <br />the Animal Protection Advisory Board as liaison for a two-year term. <br />(I) REPORTS <br />(I -1) County Manager - Monthly Reports on Building Activity <br />The Board received the Cabarrus County Construction Standards Dodge <br />Report for August 2015 and the Cabarrus County Commercial Building Plan <br />
