January 25, 2014 (Board Retreat) Page 1893 <br />• FY 2014 Revenues: <br />• Property Taxes <br />• Property Values <br />• Sales Taxes <br />• Major Fees <br />• Salaries <br />• Healthcare Plan <br />• Unemployment <br />Paarth Mehta, Budget Analyst, presented an overview of the performance <br />management logic flow model. He explained how the logic flow model will help <br />determine the justification for services. <br />Following a brief discussion, Ms. Wilson resumed her presentation with <br />an overview of the FY 2015 Revenues. During the presentation, there was a <br />discussion with Ms. Wilson, Mike Downs, County Manager and Pam Dubois, Deputy <br />County Manager, responding to a variety of questions from the Board. <br />The following items were addressed. <br />• FY 2015 Revenues: <br />• Property Taxes <br />• Sales Tax <br />• Major Fees <br />• FY 2415 Expenses: <br />• COLA <br />• Merit <br />• Healthcare <br />• Unemployment <br />• Schools <br />• Historical Funding of Capital Projects and Maintenance <br />• Fund Balance <br />• Five Year Plans: <br />o New Debt <br />o Four Scenarios (A, B, C and D): <br />• Revenues <br />• Expenses <br />• Capital Projects and One Time Expenses <br />In addition to Ms. Wilson's presentation of Five Year Plan C, <br />Commissioner Oesterreich also presented a brief overview of Five Year Plan C, <br />adding his recommendations. <br />Chairman Poole suggested moving further discussion of the Five Year <br />Plans to follow the presentations by the school systems. <br />Community Survey <br />Kasia Thompson, Communication and Outreach Manager, presented a <br />PowerPoint presentation as an update to the upcoming community survey. She <br />advised the survey will be administered by ETC Institute and will help <br />improve the quality of County services. <br />A discussion ensued. During discussion, Ms. Thompson responded to <br />questions from the Board. The language of several survey questions was <br />discussed. The Board recommended additional questions and suggested language <br />for the questions. <br />Mike Downs, County Manager, advised Board members to send their <br />suggestions to Ms. Thompson to be incorporated into the survey. He <br />recommended the survey discussion be continued at the February work session. <br />Lunch Break <br />The Board took a lunch break at 11:32 a.m. The meeting resumed at <br />12:35 p.m. <br />Schools - CCS. KCS and RCCC <br />Rowan- Cabarrus Community College <br />Dr. Carol Spalding, RCCC President and CEO, reviewed the following <br />requests for RCCC: <br />
