He explained how the logic flow model will help determine the justification for services. Following a brief discussion, Ms. Wilson resumed her presentation with an overview of the FY 2015 Revenues. During the presentation, there was a discussion with Ms. Wilson, Mike Downs, County Manager and Pam Dubois, Deputy County Manager, responding to a variety of questions from the Board. The following items were addressed. • FY 2015 Revenues: • Property Taxes • Sales Tax • Major Fees • FY 2415 Expenses: • COLA • Merit • Healthcare • Unemployment • Schools • Historical Funding of Capital Projects and Maintenance • Fund Balance • Five Year Plans: o New Debt o Four Scenarios (A, B, C and D): • Revenues • Expenses • Capital Projects and One Time Expenses In addition to Ms. Wilson's presentation of Five Year Plan C, Commissioner Oesterreich also presented a brief overview of Five Year Plan C, adding his recommendations. Chairman Poole suggested moving further discussion of the Five Year Plans to follow the presentations by the school systems. Community Survey Kasia Thompson, Communication and Outreach Manager, presented a PowerPoint presentation as an update to the upcoming community survey. She advised the survey will be administered by ETC Institute and will help improve the quality of County services. A discussion ensued. During discussion, Ms. Thompson responded to questions from the Board. The language of several survey questions was discussed. The Board recommended additional questions and suggested language for the questions. Mike Downs, County Manager, advised Board members to send their suggestions to Ms. Thompson to be incorporated into the survey. He recommended the survey discussion be continued at the February work session. Lunch Break The Board took a lunch break at 11:32 a.m. The meeting resumed at 12:35 p.m. Schools - CCS.
