February 3, 2014 (Work Session) <br />Wage 1914 <br />Cabarrus County Schools is requesting to use the balance of one- <br />time project funds to replace the existing roof on the K -1 <br />building at Royal Oaks Elementary School. The roof is <br />approximately 20 years old. The current estimated project cost <br />is $225,000.00. The schools are requesting the remaining amount <br />of one -time projects funds of $194,071.00, to be utilized for <br />this project. <br />A discussion ensued. During discussion, Len Witke, Cabarrus County <br />Schools, responded to questions from the Board. <br />County Manager - Request for a One-Year Lease of Former Fairground Property <br />Jonathan Marshall, Deputy County Manager, presented the following <br />information relating to a request for a one -year lease of the former <br />fairground property to Ben Mynatt Chevrolet - Cadillac: <br />Ben Mynatt Chevrolet - Cadillac has requested a one -year lease of <br />part of the former fairground property at Cabarrus Avenue and <br />Union Cemetery Road. The auto dealership is located directly <br />across the road from this site and would like this short term <br />lease during a remodeling project at the dealership. The County <br />has had very short term leases with the dealership in the past <br />for special events, but the proposed one -year duration of this <br />lease requires Board review. Staff has requested additional <br />information to ensure that local regulations, liability coverage, <br />property maintenance and exact property use are addressed in the <br />lease. The dealership has offered a one -time payment of <br />$6,000.00 for the lease. <br />Cyndie Mynatt, President, Ben Mynatt Family of Dealerships Chevrolet <br />Cadillac, advised the property would be used mainly for a place to store <br />their inventory of cars. <br />A discussion ensued. During discussion, Richard Koch, County Attorney, <br />Mr. Marshall and Ms. Mynatt responded to questions from the Board. <br />EMS - A of EMS Co- location with Harrisburg Fire Station 3 <br />Jonathan Marshall, Deputy County Manager, and Alan Thompson, Emergency <br />Medical Services (EMS) Director, presented the following information relating <br />to a request for approval of EMS Co- location with Harrisburg Fire Station 3. <br />James Lentz, EMS Assistant Director, was also in attendance. <br />It is proposed that EMS #10 move to a permanent home in the new <br />Harrisburg Fire Station #3 that will be constructed on Rocky <br />River Road in Harrisburg. EMS #10 was operating out of a job <br />trailer and then a small area at Harrisburg Station 42 for <br />several years in anticipation of this permanent move. <br />Construction is planned to be completed in December 2014. EMS <br />will occupy approximately 20 percent of the new structure. The <br />total amount is proposed to be paid in a lump sum of $375,000.00, <br />in return for a 50-year lease. The use of one -time funds (fund <br />balance) was discussed for this proposal, although this can be <br />included in the FY 2014/15 budget, since funds will be expended <br />in FY 15. A formal contract will be developed between Cabarrus <br />County and the City of Harrisburg at a later point and presented <br />to the Board for approval. This action does not require any <br />personnel additions. <br />A similar arrangement has already been approved for a joint <br />station with Kannapolis on Barr Road, and the current budget <br />includes funds for a joint station on Weddington Road that is <br />being constructed by Concord. <br />A discussion ensued. During discussion, Pam Dubois, Deputy County <br />Manager, responded to questions from the Board. <br />Chairman Poole and Commissioner Oesterreich expressed support for <br />moving forward with the fire station. <br />Planning and Development - Request to Submit Weatherization A221ication <br />
