February 3, 2014 (Work Session) <br />Page 1915 <br />Kelly Sifford, Planning and Development Director, presented the <br />following information relating to a request to submit a Weatherization <br />application and responded to questions from the Board. <br />Cabarrus County has participated in the Weatherization and <br />Heating and Air Repair and Replacement program for approximately <br />20 years. Each year, the Board provides consent for staff to <br />prepare the application during the application period. The <br />release of the application and the due date for submittal appear <br />to be closer each year, so it is necessary to request permission <br />to prepare the application prior to having the actual application <br />in hand. <br />This is a non- competitive program. Applicants do not determine <br />the amount of the funding request. The funding is determined by <br />state formulas. The Weatherization and Heating and Air Repair <br />and Replacement grants are tied together and must be accepted as <br />• package. Qualification for these programs is income -based with <br />• housing qualification component as well. The two programs <br />together provide energy efficiency improvements and heating and <br />air repairs and replacement. <br />Planning and Development - Soil and Water Conservation District_ - Application <br />to the Federal Farm and Ranch Lands Protection Program <br />Dennis Testerman, Senior Resource Conservation Specialist, presented <br />the following information relating to a request for an application to the <br />Federal Farm and Ranch lands Protection Program. <br />The Conservation District wishes to apply for Federal Farm and <br />Ranch Lands Protection Program funds to match one or more state <br />Agricultural Development and Farmland Protection Program Trust <br />Fund grants previously awarded to the District, up to a maximum <br />of $806,225.00. The District was previously awarded $350,000.00 <br />in federal matching funds to purchase a permanent agricultural <br />conservation easement on Porter Farms. The landowners are <br />exploring options to combine the acreage for which state farmland <br />protection funds have already been contracted into a new <br />application for federal matching funds. A budget amendment will <br />be submitted at a later date if the matching funds are awarded. <br />Mr. Testerman and Ned Hudson, Soil and Water Conservation District <br />Board of Supervisors, Secretary /Treasurer, responded to questions from the <br />Board. Sarah Piper, Resource Conservation Coordinator, was also in <br />attendance. <br />Sheriff - Proposal for Lead Shot Excavation, Screening and Soil Re- <br />installation at the Cabarrus County Sheriff's Training and Firing Range <br />Jonathan Marshall, Deputy County Manager, advised remedial work needs <br />to be done at the Sheriff's Training and Firing Range. He stated the <br />county's firing range is also used by other law enforcement agencies. Recent <br />testing showed substantial lead shot is present in the embankments behind the <br />facility and needs to be removed. <br />Kyle Blafer, General Services Director, advised the soil has never <br />been excavated to filter out the lead shot from the soil. He stated the <br />facility is used extensively and stays booked 95 percent of the time. He <br />also explained the process of excavating the lead shot from the soil. <br />Mr. Marshall stated a budget amendment using funds from the <br />Commissioners' Contingency and authorization for the County Manager to <br />execute a contract with CCI Environmental Services is requested for this <br />project. <br />A brief discussion ensued. Tony Harris, Safety and Risk Director, and <br />Chief Deputy Paul Hunt were also in attendance. <br />Financ - Discussion of Agenda Items from January 30, 2014 Meeting <br />Ann Wilson, Finance Director, reviewed the following information <br />relating to discussion of agenda items from the January 30, 2014 recessed <br />meeting. <br />Fund Balance <br />
