April 21, 2014 (Regular Meeting) <br />Page 1996 <br />AN ORDINANCE AMENDING THE CABARRUS COUNTY ZONING ORDINANCE <br />TEXT2014 -00001 AND TEXT2014 -00002 <br />BE IT ORDAINED that the Cabarrus County Zoning Ordinance is hereby amended as <br />follows: <br />The following Chapter shall be DELETED in its entirety and REPLACED with <br />amended language: <br />• Chapter 6, General Requirements, Exceptions and Modifications <br />The references to the Adequate Public Facilities Ordinance located on page 16 <br />( #33, Multifamily Residential) and page 26 ( #61, Townhouses) of Chapter 7, <br />Performance Based Standards shall be REMOVED. <br />REVISE the Table of Contents to correspond to text changes. <br />Adopted this 21' day of April, 2014, by the Cabarrus County Board of <br />Commissioners. <br />/s/ Elizabeth F. Smit, Clerk to the Board <br />(G -2) County Manager - Set a Public Hearing on Behalf of Cabarrus Charter <br />Academy Regarding the Issuance of Charter School Revenue Bonds <br />Chairman Poole stated the Board is requested to set a public hearing on <br />behalf of Cabarrus Charter Academy, in order for them to fulfill the <br />requirements of Section 147(f) of the Internal Revenue Codes of 1966, in <br />regards to the issuance of charter school revenue bonds. <br />UPON MOTION of Vice Chairman Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board set a public hearing on behalf of Cabarrus <br />Charter Academy for the Board of Commissioners' regular meeting on Monday, <br />May 19, 2014 at 6:30 p.m. or as soon thereafter as may be heard. <br />(G -3) County Manager - Presentation of Alternative Financial Plans as <br />Requested by the Board of Commissioners at the March 17, 2014 Meeting <br />Mike Downs, County Manager, advised the presentation of the alternative <br />financial plans was made at the special meeting held on April 15 He stated . <br />staff is moving forward as directed with the typical budget process that will <br />be handed to the board at the May 19 regular meeting. He requested guidance <br />from the Board for the projected tax rate. He stated staff is currently <br />working with the projected tax rate .70 for the FY 15 budget. <br />Commissioner Oesterreich commented on the benefit of a lower tax rate <br />for large businesses and ways to reduce the budget. He also responded to <br />comments made by citizens earlier in the meeting. <br />(H) APPOINTMENTS TO BOARDS AND COMMITTEES <br />(H -1) A ointments - Agricultural Advisory Board <br />Three members of the Agricultural Advisory Board have terms that <br />expired January 31, 2014. Two members are recommended for reappointment and <br />one member is recommended for replacement with a new appointee. Louis Suther <br />has served since 2005. An exception to the "length of service" provision of <br />the Appointment Policy will be need for him. <br />UPON MOTION of Vice Chairman .Burrage, seconded by Commissioner Measmer <br />and unanimously carried, the Board reappointed Louis Suther and Bob <br />Blackwelder to the Agricultural Advisory Board for three -year terms ending <br />January 31, 2017; including an exception to the "length of service" provision <br />of the Appointment Policy for Mr. Suther. By the same motion, the Board <br />removed Macklyn Sellers, Jr. from the Agricultural Advisory Board roster and <br />thanked him for his service and appointed Wendy Austin Sellers to the <br />Agricultural Advisory Board for a three -year term ending January 31, 2017. <br />(H -2) Appointments Home and Community Care Block Grant (HCCBG) Advisory <br />Committee <br />
